<br />City Council Regular Meeting -10/23/06 <br />Minutes - Page 22 <br /> <br />provided for candidates and citizens. <br /> <br />Mayor Klausing noted that it also provided an opportunity for <br />citizens to provide their feedback to the City Council before they <br />made their final selection. <br /> <br />Further discussion included the number of citizens attending the <br />last social (estimated at 50-60). <br /> <br />Ms. Bacon clarified, and City Councilmembers confirmed, that <br />she e-mail information received from various vendors for what <br />testing components they would provide, their estimated costs, and <br />other comments in order for the City Council to consider a <br />decision on which testing assessment tool was most preferred, <br />with formal action taken at a future business meeting. <br /> <br />Councilmember Maschka suggested the decision on testing could <br />be made at the October 31, 2006 meeting. <br /> <br />Councilmember Pust suggested that testing vendors hold <br />November 16, 2006 open for testing of any out-of-state finalist <br />candidates. <br /> <br />10. <br /> <br />Consider 2007 Insurance Benefit Renewals and City Cafeteria <br />Contribution <br />Human Resources Manager Dona Bacon reviewed employee <br />health insurance background and renewal information. Ms. <br />Bacon noted that this is the largest ~n..rlUal hum~l1 resources <br />expense aside from salaries. Ms. Bacon reviewed the changes <br />and additions made by the City over the last few years to <br />minimize insurance increases and share the burden while making <br />effective insurance benefit decisions. Ms. Bacon reviewed the <br />three medical options and three tiers offered employees, through <br />one provider, Medica, and including 21 retirees on the health plan <br />due to COBRA events (i.e., retirement, etc.) <br /> <br />Discussion included the City's current provider; lack of <br />competition in the market-place; the City's high utilization history <br />and catastrophic issues experiences in the small group; employee <br />incentives to manage their healthcare; impacts of and to union <br />contracts and continued participation in the 100% coverage plan; <br /> <br />2007 Benefit <br />Renewals <br />City Cafeteria <br />Contribution <br />
