199$ Ciry of Roseville Residential Sttrdy <br />Decision Resout�ces, Ltcl. <br />July, 1998 <br />serious." <br />City Services: <br />When asked about missing services, facilities, or programs, seventy-seven percent eithcr wcre <br />unable to respond to the query or stated "none." <br />• Nine percent suggested a Community Center. <br />• Five percent urged more youth programs. <br />When asked what city scrvices, faciliiies, or programs should be cut, eighty-seven percent either <br />were nnable to respond to the question or indicated "none." <br />• Ten perceni sug�ested the "swimming pool." <br />When faced with a trade-off between an ennphasis on providing excellent services OR <br />minimizing tax costs, forty-seven percent prioriti?ed "excellcnt services." <br />• Thirty-six percent chose "minimizing taxcs." <br />• Eighteen percent were "unsure." <br />Eighty-five percent were unable to identify services currently provided by city government wluch <br />could �he just as effectively or more effectively provided by the private sector or pubiic-private <br />partnerships. <br />• Eight percent indicated "building inspection." <br />• S�ven percent pointed to "park maintenanee." <br />Ninety-seven percent were unable to identify services currently provided by city government <br />which could be just as effectively or more effectively provided by a different level of <br />governmcnt. <br />Residents were asked #o indicate the percentage of the cost of providing eight city services which <br />should be funded ihrc�ugh general tax revenues as opposed to user fees. <br />• Seventy-five percent felt emergency fire and police calls should be totally funded tY�rough <br />tax revenues. <br />o Thc preferred average level of gcnerai funding for city inspec#ion of residential housing <br />was 87.6%. <br />• The preferred average level of general funding for curbside pick-up of recycling was <br />73.5%. <br />• Thc preferred average level of general funding for Nature Center operations and programs <br />was 63.5%. <br />Page 5 <br />
