TRANSPORTATION
VISIN
Roseville shall be a community with a transportation network that
effectively servs the needs of those who walk, ride, and
transport materials throughout the city. This network shoul.d be
efficient, minimally polluting, convenient attractive, and an
integral part af our community and its development.
We believe in balance. The needs of those who travel by motor
vehicle to, within, and through our community must be met, but not
at the expense of the env.ronment or the quality of Iife for local
residents.: The needs created by the existing commercial
development must be balanced by the needs and desires of nearby
residents. Auto, truck, and bus traffic must be facilitated, but
should not daminat to the exclusion of other modes of
transportation such as walking ar bicycling. Transpartation
concerns must be addressed during the planning stages of any
commercial or residential developments undertaken in the futare.
GOALS
Nonmotorized Transtortation
Rosevil3.e shauld establish an extensive network of
nonmotorized pathways for -pedestrians and inexperienced
bikers. This network should be continuous, connecting
neighborhoods, parks, schools, libraries, and commercial
establishments. These pathways should be set apart fram
street traffic, have well marked and accessible crossings,
and a safe surface which would be maintained year around.
In conjunction with this system, bike arteries for
exgerienced cyclists should be developed in cooperatian
with the surrounding communities, Ramsey County, and the
State. These bikeways should also be continuaus,
connecting with actual or proposed and approved ba.keways in
adjacent communities, and be designed and buit to conform
to national standards.
- Update and reaffirm Roseville's current nonmotorized
pathway plan.
- Consider construction of nonmotorized pathways when
streets or parking lots are designed or improved.
- Review and incorporate the materials on bikeways from
Boulder, Colorado and the paper by "Friends of Parks and
Trails in St. Paui and Ramsey County" when designing the
nonmotorized pathway network.
