� <br />MASS TRANBIT <br />Gaal: <br />Raseville shauld develop a network of efficient, convenient, and <br />minimally polluting mass transit to serve the City and link it <br />with major business, commercial, educational, and recreational <br />areas of other communities in the metropolitan area. <br />Strategies: <br />Set local standards for safety and aesthetics for bus shelters, <br />benches, and park and ride lots <br />Continue to develop Rosedale as the major transit hub, for both <br />scheduled and nan-scheduled service <br />Enlarge the bus shelter at Rasedale, providing encl.osed access to <br />the mall and a covered walkway to the loading and unloading area <br />Expand parking facilities for increased express bus service from <br />Rosedale <br />Consider shopper shuttle service linking the various entities of <br />the Rosedale complex, including Byerly's and Har Mar {possibly <br />prdvided by associated merchants) <br />Consider improvement of Roseville Area Circulator service by <br />connecting neighborhoods, parks, scho�ls, libraries, and <br />commercial establishments <br />Support use of an improved Roseville Area Circulator through <br />educational and pramotianal campaigns <br />Evaluate transfer points ather than Rosedale for shelters or other <br />improvements to facilitate transfer between bus lines <br />Provide attractive and safe shelters at all heavily used stops <br />Clearly mark bus stops and provide adequate space for buses to pull <br />out of the moving traffic lane for loading and unloading <br />Expand transit services from Rosedale as proposed in the RTB's <br />"Vision for Transit" <br />Develop a proposal for express or limited stop service from <br />Rosedale to other transit hubs and shopping areas such as the <br />Mall of America and Southdale <br />Local businesses and government should strongly support public <br />transit, van pooling, and car pooling options for their employees <br />and customers <br />Examine the feasibility of mini-hubs in the Rice Street area and <br />the corner of Lexington and Larpenteur <br />Explore establishing a"Dial-a-Ride" program fQr city residents <br />Encourage businesses and government to permit flex-time scheduling <br />Develap a pr�posal for express or limited stop service to and <br />from the airport (e.g. limousines, vans, taxis, or buses) <br />Explore use of �'quarter zone" for shuttle service around the <br />Rdsedate area <br />Provide direct freeway access to mass transit parking areas <br />Promote the use of Park and Ride facilities and express bus service <br />originating farther from the central cities to reduce traffic <br />passing through Roseville <br />-3- <br />
