�ON�MOTORIZED TRANBPORTATION <br />Goal: <br />Rosev�lle should establish an extensive network of non-motorized <br />pathways for pedestrians and inexperienced bikers. This network <br />should be continuous, connecting neiqhborhoods, parks, schools, <br />�i��aries, and ��mmer4�u� estu�lishment�. These pathwa}•� shcul� <br />be set apart from street traffic, have weTl-marked and accessible <br />crossings, and a safe surface which would be maintained year <br />around. In conjunction with this system, bike arteries for <br />experienced cyclists should be developed in cooperation with the <br />surrounding communities, Ramsey Caunty, and the State. These <br />bikeways should also be continuous, connecting with actual or <br />proposed and approved bikeways in adjacent communities, and be <br />designed and built to conform to nationai standards. <br />Strategies: <br />Upda�e and reaffirm Roseville's current �on-motorized pathwa� pian <br />Consider construction af nan-�otarized pathways when streets or <br />parking �ots are designed or improved <br />Review and incorporate the materials on bikeways fro� Boulder, <br />Colorado and the paper by "Friends of Parks and Trails in <br />St. Pau� and Ramsey County" when designing the non-motarized <br />pathway nstwork <br />Incorporate design standards fram the American Association of state <br />Highway and Transportation manual, "Guide far Development of New <br />Bicycle Facilities in 1981" <br />Agree to acquire land and build structures where necessary to <br />eliminate gaps and barriers in the interests of pedestrian and <br />bike saiety <br />Develop safe bicycle and pedestrian movement within and around <br />major parking areas, together with safe and continuous access <br />around, between, and among the majar shopping centers of Har Mar, <br />Rosedale, and a11 the Rosedale satellites, as well as other <br />shapping areas in Roseville <br />Design pathways removed from heavily traveled streets, but only <br />if it can be done without sacrificing personal security <br />Increase attention to street crossings with proper marking, <br />lighting, and signals, including provisions for the slower <br />movement of the handicapped <br />Ban turns on red when required to assure the safety of pedestrians <br />Enforce laws relating to pedestrian and bicyclist rights and safety <br />Develop small neighborhood centers for sundries and postal services <br />(with very limited parking, rather like the old corner store) <br />Develop vigoraus educationai and promotional campaigns to outline <br />the aiternatives to individual automobiie use, eliciting <br />resident support and comment <br />Combine pathways with strong programs of environmental protection <br />with native plantings, reforestation, and general beautification <br />Consider the use of surmountabZe curbs along residential streets <br />to enhance safety for all mades of non-motorized transportation <br />Instal� sidewalks in residential neighbarhoods only by petition of <br />the affected residents <br />Require non-motorized pathways in new residential development <br />-2- <br />
