<br />Special City Council Meeting -10/31/06 <br />Minutes - Page 3 <br /> <br />and reconvened at 4:23 p.rn. <br /> <br />Harry Brull, Personnel Decisions International <br />Mr. Broil provided a quick summary of his review of applications <br />to-date; and his submission of 18 qualified applications of merit of <br />the 21 originally submitted for Council consideration for further <br />review, based on the comprehensive list of qualifications and <br />competencies previously compiled by the City Council. Mr. Broil <br />advised that he had used an additional inquiry tool with the <br />qualified applicants who provided additional information on <br />qualities, capabilities and more in-depth attributes of the <br />applicants in meeting the requirements ofRoseville. <br /> <br />Mr. Broil provided his suggested format for Council consensus in <br />those to consider for interviewing by a simple tally system with <br />each individual Councilmember choosing their top three <br />applicants to determine if there was consensus. Mr. Broil had <br />prepared a grid to facilitate the selection process. <br /> <br />Councilmembers were again reminded that during the discussion, <br />only candidate numbers would be used to ensure that the <br />candidate identities remained confidential under Minnesota law. <br /> <br />FIRST TALLY <br />Human Resources Manager Dona Bacon assisted in tallying <br />individual ballots on the grid, with eight candidates receiving at <br />least one vote. <br /> <br />Candidates #3 and #5 received the top votes. <br /> <br />Mr. Broil suggested that the Council eliminate those two <br />candidates from the selection pool, and conduct another tally of <br />candidates remaining. <br /> <br />Councilmembers concurred with the process. <br /> <br />Mr. Broil reminded Council members that, by their not choosing <br />someone at this time, they weren't saying that the candidate may <br />not be included eventually. Mr. Broil, for the public's <br />information, noted that the decisions being made by individual <br />Councilmembers were not being made on the spur of the moment, <br />
