Disposal of Bulky Items <br />H15tOry/T1'e11d5: Wl�ile it is not illegal to dispose of ]arge items such <br />as mattresses, furniture and carpeting in the garbage it may take addi- <br />tional time or money to do so. All licensed garbage haulers in Roseville <br />charge extra to take bulky items. The fee varies by type of item and size. � <br />If taken away by a garbage hauler these items typically end up in a landfill. Even if items are <br />taken to a waste to energy processing facility they will most likely be separated out because they <br />are difficult to process. <br />Some items such as mattresses and carpeting can be recycled, but residents may need information <br />and support to find the ways to do this. <br />Most Roseville residents chose to get rid of these items using the least expensive means. Many <br />residents recycle them by giving furniture and similar items away or selling them. Fifty-three <br />percent of homeowners and 50% of multi-family complex residents surveyed in 2002 have <br />donated large items to charity. Eighteen percent of homeowners and 14% of multi-family com- <br />plex residents have sold the items. <br />A large number also put these items in the trash after arranging a special pickup with their gar- <br />bage hauler. Forty-four percent of homeowners and 36% of multi-family residents have done so. <br />Five percent of homeowners simply take the item to the dump themselves and a few break the <br />item down into small pieces and place it in their trash. <br />According to a 2002 Roseville resident survey there appears to be significant interest in holding a <br />clean up day in Roseville. Seventy-eight percent of homeowners and 70% of multi-unit complex <br />residents said they would be very likely or somewhat likely to take items to a cleanup day. <br />Product Stewardship <br />A growing trend is one of product stewardship where a company takes back an old item when it <br />sells you a new item. About 5% of homeowners surveyed said the seller took the old item when <br />they delivered the new item. Many mattresses for instance can be refurbished and resold by the <br />company. (North St. Paul even included a mattress recycling company in its clean up day.) <br />�� <br />� :F <br />� o <br />� ;' <br />,, <br />The Minnesota Office of Environmental Assistance has taken the lead in <br />working with private companies to develop a system of product stewardship <br />for carpeting. The MOEA joined other states in negotiating a memorandum <br />of understanding with the carpet industry under which the industry will <br />develop programs to increase the amount of reuse and recycling of post- <br />consumer carpet and reduce the amount of waste carpet going to landfills. <br />The first collection programs in Minnesota are expected to launch in late <br />2002 or early 2003.
