Solid Waste (Garbage) Disposal <br />H15tory/Trellds: Cities, townships and counties are charged by <br />the State of Minnesota with protecting public health, safety and <br />welfare, and protecting the environment. Garbage and recycling <br />collection are necessary public services to assure those charges, <br />much as proper handling of sewage, providing safe drinking <br />water, providing safe roads, and providing fire and police protec- <br />tion. <br />Roseville has relied on the private sector to provide garbage <br />service and has contracted with a private hauler on behalf of <br />residents to provide recycling service. <br />Roseville homeowners contract with any of eight companies licensed by the City to remove their <br />garbage. Homeowners may change haulers as they wish (typically in search of a better deal or <br />better service) and haulers are free to court and charge customers as they wish. This system is <br />called Open Collection. Although the system is not completely free of regulation by Roseville. <br />Following the 1991 report, the City was divided into five zones each with its own day of the <br />week for pickup of garbage and recycling. The City also has a set of service standards required <br />for licensing that include offering separate pickup of yard waste and brush, and offering walk up <br />service for which haulers can charge extra. There is, however, no monitoring for compliance. <br />All residential dwellings and commercial establishments must arrange for garbage pickup. EX- <br />ceptions may be approved by the City Manager for environmentally sound alternatives. For <br />instance, some residents share a garbage cart with their neighbors. Some small business owners <br />take their trash to their business and put it in their dumpster there for disposal. <br />The main alternative is a system called organized collection. Organized collection of waste is <br />when a city arranges for collection services on behalf of residents. Most area cities that have <br />organized collection contract with a private waste hauler or haulers to provide the service in a <br />defined area. Five of the ] 7 cities in Ramsey County have organized collection. Some have a <br />single hauler for the whole city while others contract with a group of haulers. While residents <br />give up the ability to directly choose their hauler they benefit from lower rates, less truck traffic, <br />expanded services, enforceable service standards and can determine where their garbage goes for <br />disposal. <br />Fewer Haulers <br />In 1991 there were 14 haulers in Roseville; in 2002 there are 8. The eight licensed residential <br />garbage haulers in Roseville are: BFI, Gene's Disposal Service, Highland Sanitation, Horrigan's <br />Hauling, Mudek Disposal, Superior Services, Walter's, and Waste Management. Some haulers <br />including Bellaire Sanitation and Wildwood Sanitation were bought by Waste Management. Red <br />Arrow switched to only doing commercial hauling in Roseville. Others such as Pete's sold their <br />accounts in Roseville. <br />Since the 1991 report there has been a great deal of consolidation in the garbage hauling market. <br />In 2000 there are 31 fewer residential haulers (about a third less) in Ramsey and Washington <br />Counties compared to 1995.
