based on recommendations in the Vista 2000 report. Vista 2000 was set up by the City Council <br />to bring together citizens, city officials, and business, education, and civic groups to create a <br />vision for Roseville's future. The environmental goals adopted by the Council are: <br />� Identify and solve local pollution problems through clean up, mitigation and <br />prevention. <br />� Continue the emphasis on waste reduction and the improvement of the community's <br />recycling efforts. <br />� Continue the emphasis on strong programs which develop environmental awareness <br />in all of our citizenry. <br />There has also been a developing difference in policy. The City has traditionally treated multi- <br />family complexes such as apartment buildings as commercial buildings. Commercial buildings <br />are not provided the same level of City service especially in recycling. Meanwhile Minnesota <br />and Ramsey County have set garbage and recycling laws and policies that consider multi-family <br />compleXes to be similar to single-family homes. <br />In June 2001 the Roseville City Council established a Residential Solid Waste and Recycling <br />Citizen Advisory Committee to investigate and update the City's policies on residential garbage <br />and recycling. <br />The Council solicited membership, reviewed the applications and appointed Committee mem- <br />bers. The Committee began meeting in August 2001. Committee members were: Todd Ander- <br />son, Rebecca Caulfield, Paul Severson, Jeff Travis, Judy Wood and Joe Wozniak. Assistant City <br />Manager Christine Butterfield and Recycling Coordinator Tim Pratt served as staff support. <br />The goal has been to design the best quality, most cost effective system of garbage and recycling <br />services that meet the needs of residents and goals established by the City Council following the <br />1992 Vista 2000 report. <br />Committee members learned about the solid waste and recycling policies and practices in a <br />number of ways: <br />� Heard presentations from State, Ramsey County and city officials on topics including <br />recycling at multi-family complexes, landfills, cleanup days, State and County <br />policies, the effects of garbage truck traffic on Roseville streets, Household <br />Hazardous Waste collection, the 1991 report on garbage collection, St. Paul's <br />groundbreaking recycling collection study, and organized collection of garbage. <br />� Toured the Resource Recovery Facility in Newport, <br />other cities' clean up day activities, and the <br />Household Hazardous Waste collection site in St. <br />Paul. <br />� Read reports and background information from City, <br />Ramsey County, State of Minnesota and na�ional <br />sources. <br />16 <br />Committee members touring <br />the Resource Recovery <br />Facility <br />
