e. The outdoor storage area of active fleet vehicles could add vehicle trips to the <br /> local road network each day, but not so many trips as to be out of line with other <br /> permitted uses, and not so many as to impose an excessive burden on the public <br /> street infrastructure. Aside from the potential for some additional traffic, visual <br /> clutter seems to be the only other source of potential harm to public health, safety, <br /> and general welfare, and the zoning code's specific requirements for outdoor <br /> storage areas should address this concern; <br /> f. The proposed outdoor storage area is at the rear of the building; this location <br /> should not be visible from the public street except through the entrance gate; <br /> g. Installing slats in the existing 6-foot-tall fence as proposed would fall short of the <br /> letter of the screening requirement, but the existing trailer leasing facility predates <br /> the zoning requirements for screening and adding slats to the existing fence to <br /> improve the screening is reasonable because it will bring the site into greater <br /> conformity even though it would not completely meet the code requirements. <br /> Likewise, the proposal to screen the rear of the property, which faces the Gross <br /> Golf Course in Minneapolis, with arborvitae or other opaque evergreen plantings <br /> is unconventional in an industrial area, but such screening would be an effective <br /> alternative and appreciated by users of the golf course; <br /> h. Aggregates or granular materials are not proposed to be stored outdoors, nor <br /> would this be allowed without appropriate review and approval; and <br /> i. Fleet vehicles would have a much smaller range of visibility than large piles of <br /> materials or tall pieces of machinery. <br /> NOW THEREFORE BE IT RESOLVED, by the Roseville City Council,to APPROVE <br /> the proposed outdoor storage of fleet vehicles at 2507 Walnut Street as a CONDITIONAL USE in <br /> accordance with Section §1009.02 of the Roseville City Code, subject to the following <br /> conditions: <br /> a. Inoperable vehicles shall not remain outdoors; <br /> b. Any screen plantings along the western property boundary shall remain outside of <br /> any easements; and <br /> c. The applicant shall continue to work with Planning Division staff to select slats <br /> and plant materials that will be reasonably attractive and effective at screening the <br /> outdoor storage and shall maintain and replace the screening materials as <br /> necessary to ensure effective screening. <br /> The motion for the adoption of the foregoing resolution was duly seconded by Council <br /> Member McGehee and upon vote being taken thereon,the following voted in favor: Pust, <br /> Willmus, McGehee, Johnson and Roe; <br /> and the following Members voted against: None. <br /> WHEREUPON said resolution was declared duly passed and adopted. <br />
