and allow the City to set strong performance and incentive-baseci contract provisions that would <br />gua�rantee a high level o� customer service rvhile meeting residents expressed desires for lower <br />rates and environmentally preferred management of their waste. <br />Household Hazardous Waste <br />Continue allowing Ramsey County to operate a seasonal HHW collec#ion site in Roseville. <br />Coordinate with Ramsey County publicity o� the sites including seasonal sites not in Roseville <br />and publicity about waste reduction. <br />Expand and enhance promotion of HHW collection sites and waste reduction. <br />Through education expand multi-family residents use of HHW coliection sites. <br />Leaf Pickup Program <br />Continue the Leaf Pickup Program with the understanding that avoided costs such as those for <br />cleaning catch basins and gutters offset most if not all of the cost of the progra.m. <br />Expand and enhance education campaigns to alert residents to the need to properly dispose of <br />leaves. <br />Multi-Family Complex Recycling <br />Meet the City's stated environmental goals and provide multi-family complexes the service for <br />vvhich they are currently paying, but not recciving, by expanding the current program to include <br />multi-fa�nily complexes. The committee recommcnds the City phase in the addition of multi- <br />family complexes beginni.ng with all townhome and condo complexes not currently in the <br />curbside collection program and eventually include apartment buildings. The current fee system <br />would be scrapped. Multi-family complexes would be assessed the recycling fee the City pays <br />the hauler only after the complex is added to the program. Work aggressively with multi-farnily <br />owners amd rnanagers ta coordinate implementation and on-going education campaigns on <br />recycting. <br />Residential Recycling <br />The co�nmittee believes Roseviile should do all it can to meet its environmental goal to improve <br />the City's recycling efforts. However the coinmittec could not reach a consensus whether the <br />City should continue with the current system while expanding and enhancing public education <br />campaigns, switch to every week collection or should proceed with single stream zecycling <br />collection. A list of the pros and cons of each system is included in the full report and Appendix <br />B. Members wish to leave it to the Council or a future committee to decide. <br />Yard Waste <br />Continue requiring garbage haulers to offer yard waste and brush pick up service. <br />Include in a Citywide clean up day areas for yard waste and brush drop off. <br />13 <br />
