<br />City Council Regular Meeting - 11/13/06 <br />Minutes - Page 11 <br /> <br />for Walser Automotive Group and St. Paul Properties at 2980 <br />Cleveland Avenue (PF 3793);" further amended by consensus to <br />revise language of Condition No.6 to read: <br />"Walser Automotive GroUlT, shall work with the Saint <br />Paul/Ramsey County Department of Public Health, <br />Environmental Health Section, to ensure that all hazardous <br />materials on site are managed and properly stored [and <br />disposed of,J and to notify the Department with a copy to <br />staff for verification of their temporary change in business <br />location." <br /> <br />Roll Call <br />Ayes: Pust; Kough; Maschka; Ihlan and Klausing. <br />Nays: None. <br /> <br />11. <br /> <br />Consider Adoption of an Erosion Control Ordinance <br />Public Works Director Duane Schwartz presented a summary of <br />discussion as previously detailed at the September 18, 2006 City <br />Council Study Session; as well as further refined by the Public <br />Works, Environment and Transportation Commission meetings in <br />February and April of2006. <br /> <br />Mr. Schwartz reviewed control measures as dictated by the <br />Stormwater Pollution Prevention Program (SWPPP) for the City's <br />permit to operate as an MS4 (municipal separate storm sewer <br />system) City, including identifying best management practices <br />and measurable goals associated with each of the following six <br />minimum control measures: <br />. Public Education and outreach; <br />. Public participation and involvement; <br />. Illicit discharge, detection and elimination; <br />. Construction site runoff control; <br />. Post-construction site runoff control; and <br />. Pollution prevention/good housekeeping. <br /> <br />Discussion included cooperative construction site monitoring and <br />neighborhood complaint analysis and reaction between the Public <br />Works and Code Enforcement Departments; continuing <br />enforcement requirements for erosion and erosion control <br />monitoring by various agencies; and the need for the City to have <br />measures in place to take immediate action as appropriate and <br /> <br />Ordinance 1342 <br />Summary 1342 <br /> <br />Erosion Control <br />Ordinance <br />
