<br />City Council Regular Meeting -11113/06 <br />Minutes - Page 10 <br /> <br />City Attorney Anderson reminded Councilmembers of the 60-day <br />review period, and additional 60-day extension available to the <br />City, and the time usually required for study during a moratorium. <br /> <br />Councilmember Maschka advised that staff had already been <br />working on the research, as previously discussed at a City Council <br />Study Session, and opined that the work could be performed in a <br />very timely manner. <br /> <br />City Attorney Anderson reviewed the process or and purpose for a <br />moratorium, noting that it stopped everything in its tracks, and <br />that the process would need to be completed before any permits <br />could go forward, even those currently applied for, but not yet <br />issued. <br /> <br />City Attorney Anderson was directed to draft language, <br />identifying one to four [reasons] for passing a moratorium. <br /> <br />Staff was directed to add the impact of the proposed moratorium <br />to ongoing discussions on the Comprehensive Plan Update and <br />process. <br /> <br />9. <br /> <br />Consider an interim Use Permit for Walser Auto at 2980 <br />Cleveland Avenue N <br />City Planner Thomas Paschke reviewed the request of Walser <br />Automotive Group, in cooperation with St. Paul Properties Inc., <br />seeking approval of an Interim Use Permit in accordance with <br />Section 1012.09 of the Roseville City Code to allow the <br />establishment of a temporary auto service garage to minimize <br />disruption of customer service during construction of their new <br />dealership at 2775 Highway 35. <br /> <br />Discussion included the scope of notice provided (as per City <br />Council policy depending on property boundaries and parcel size); <br />the intent of the applicant not to do auto body work or painting on <br />site; provisions for disposal of hazardous materials; with City <br />Attorney Anderson suggesting revised language of Condition 6 to <br />address disposal of hazardous materials. <br /> <br />Maschka moved, Kough seconded, adoption of Resolution No. <br />10448 entitled, "A Resolution Approving an Interim Use Permit <br /> <br />Resolution 10448 <br />IUP <br />Walser Auto <br />2980 Cleveland <br />
