CounciImember-lnitiated Agenda Items for Upcoming Meetings Councilmember Ihlan provided three items for inclusion on the upcoming November 20, 2006 City Council Study Session: I) Legal update and Council discussion on the status of the Twin Lakes development agreement now that Court of Appeals decision is final - whether the agreement is void, or whether it needs to be terminated before any future development proposals move forward. 2) Update and Council discussion regarding developers' requests for public subsidies and/or use of eminent domain for the new Rottlund proposal. 3) I propose that the Council hold a "Twin Lakes Summit" where Council and staff can receive public input on the future of Twin Lakes redevelopment - and would like to have Council discussion on this idea. Councilmember Kough requested the addition of a fourth item: 4) Review of the contract with Rottlund Homes only, not Roseville Properties for reimbursement of funds. Councilmember Ihlan opined that this fourth item was included as part of her I sl agenda item as referenced. Mayor Klausing opined that the development agreement was with Twin Lakes, LLC, with numerous parties represented on the development team. Councilmember Kough also questioned whether the new Rottlund Proposal would require amendment to the Comprehensive Plan, thus requiring a 4/5 vote. Mayor Klausing advised that, once the application came before the City Council, the staff report would include that information and City Attorney opinion.
