City Council Regular Meeting - 11/13/06
Minutes - Page 18

Mayor Klausing opined that the City's current ordinance required
certain lot sizes and setbacks; and the problem was that the
ordinance already met the reality of situations; further opining that
conflicts were inevitable, and that no ordinance would ensure no
occasional conflicts. Mayor Klausing opined that residents
needed to know the law and be about to rely on it, and while he
lacked interest in being a referee, he didn't have confidence that a
revised subdivision ordinance would eliminate the problem.

Councilmember Maschka opined that he didn't disagree that "no
action" may be the outcome, but he preferred to pause to look at
what other communities were doing as they attempted to resolve
subdivision issues; and whether any of their solutions would assist
the City of Roseville, or if there were some areas in the City that
should be preserved.

Mayor Klausing, while concurring with Councilmember
Maschka's observations, questioned what policy objectives were
trying to be achieved.

Councilmember Maschka reiterated his support of a moratorium
to gather input; and research various ways to look at subdivisions;
and assured Councilmembers that staff was already preparing
their report, and with Council discussion and review of issues, a
quick decision should be available, without detrimental effects,
within a maximum of90 days.

Councilmember Kough concurred with Councilmember Maschka
on the need to study the issue; while recognizing that property
owners had a right to do what they wanted with their own
property; and questioning if some areas of the City should retain
their large lots.

Councilmember Ihlan thanked other Councilmembers for
supporting the moratorium and their willingness to discuss
subdivisions as a policy issue, in an attempt to avoid disputes over
individual land use applications. Councilmember Ihlan opined
that if there were no issues, the ongoing opposition within the
community would not be continuing with land use applications.
Councilmember Ihlan noted that some of the City's ordinances
were enacted in the 1950's, and may need review and revision.
