RESIDENTIAL WASTE ABATEMENT <br />The majority of information in this par� of th�s report was <br />garnered from the latest Metropolitan Council's Solid Waste <br />Management Guide/Palicy Plan, their 1985 Abatement Proqress Re- <br />port, and the present draft of Ramsey County's Master Plan for <br />So1id Waste Management. <br />The above documents, of course, deal with commercial and <br />zndustrial wastes as well as residential wastes. However, <br />because th�s Committee's work is lzmited to residential wastes <br />the information herein, wherever possible, focuses on residential <br />solid waste management/abatement. <br />There appear to be two main thrusts of residential solid waste <br />management/abatement. They are waste reduction and source sepa- <br />ration. The Council's Guide/Policy Plan includes the followzng <br />definitions for these terms: <br />'Waste reduction' is the process of reducing the <br />amount of solid waste generated. it includes pzoduct <br />reuse, increased product life, reduced material use <br />�n product design, and decreased consumption of <br />products. It also includes activities such as <br />mulching/backyard composting of yard wastes. <br />'Source sepazatinn' means separation of re�yclable or <br />compostable materials by the waste generator prior to <br />callection. <br />Note: The Metropolitan Guide/Policy Plan contains a significant <br />number of definitions pertinent to their entire Guide/ <br />Policy Plan.
