In addition, there are separa�e dumpsters for steel cans, � <br />aluminum beverage cans, emptied boxes and bags, and an open type _ <br />trailer for large appliances, hot water heaters, scrap metal, <br />etc. ` <br />Th� Committee visited two drop-of� centers--St. Anthany Village � <br />and Columbia Heights. Both werE Zocated on municipal property, s <br />in sight of municipal buildings. One operates unsupervised <br />during normal business hours, while the other is open on <br />Saturdays only. Clear instructions were posted explaining where <br />each of the recyclables should be deposited. Although both sites � <br />had a good appearance, the "Saturday only" site was slightly <br />neater. Volunteer charity organizations or the city supervise <br />and control the recyc�able materials brought in and keep the � <br />area tidy. For thes� efforts, the city or organization receive <br />any revenues collected when the recyclables are sold. <br />� <br />Drop-off centers utilizing convenience platforms {ramps) require <br />an area of not less than 70 ft. by 70 ft. Material tor a plat- <br />form costs approximately $1,200. Fencing that may be required <br />is an additional cost. � <br />The cost of transporting the materials to the marke� place is <br />borne by the waste hauler or, potentially, by the City. If this � <br />material is considered as a waste disposed of without a tipping <br />fee, it is easier to accept the cost than to assume that - <br />recycling should be profitable, or at l�ast pay its way. <br />� <br />The City of Robbinsdale pravides a drop-off center wi�hout a <br />platform. The center, on municipal property, is op�n only on <br />Saturdays, and is stafted with about fifteen voluhteer youths and � <br />supervisazs. Some youths assist zn unloading recyclables from the <br />residents' vehicles, while others sort the recyclables into the - <br />proper con�ainers. There are �wo dumpsters for aluminum beverage � <br />cans--one for steel food and beverage cans, one fior clear glass, <br />two for emptied boxES and bags; a large, open top drop-off box •- <br />partitioned for colored glass; an open drop-off box �or : <br />appiiances and scrap metal; plus a large enclosed, rear loaded � <br />drop-off box furnished by a�ocal paper company for newsprint. <br />There is also a second enclosed drop-off box for overflow <br />newsprint. The entire opera�ian requires an area abaut �00 ft. �� <br />by 100 ft. � <br />� <br />A spakesman �or the Ca.ty indicated that as a result of a rebate �� <br />program the operation had increased tenfold. Their rebate <br />program consists of a waste abatement charge on the residents � <br />uti�i�y bill (water and sewez} and a rebate credit for 4 <br />recyclables brought to the drop-off center. �` <br />A variation on establishing and operating a drop-off center is � <br />call.ed "an attended donation center". Goodwill industries/Easter �. <br />Sea� will provide the equipment and manpower to operate and <br />manage a donation drop-oft center fdr an estimated cos� of <br />$34,000. If less than a comp].ete drop-o�f operation is desired, � <br />the cost is reduced accordingly. <br />� <br />12 <br />� <br />
