� <br />� <br />e <br />� <br />� <br />� <br />� <br />� <br />� <br />� <br />� <br />� <br />� <br />��J <br />� <br />0 <br />METHODS <br />Of all the aspects of waste management, methods/procedures are <br />given a great deal of attention and err►phasis by both the Metro- <br />politan Council and Ramsey County. Methods/procedures are, in <br />effect, the implementation of the programs and goals of waste <br />abatement. <br />The three major categories of inethods are: waste reduction, <br />source separatioz�, and resource recovery. The latter, in our case <br />(Ramsey County), has taken the form of an RDF plant. Thus, the <br />two remaining forms are those that are important for residential <br />participation. Of the two, waste reduction is described as <br />generating less wastes and utilizing compostable wastes at home. <br />Source separation involves the diversion of recyclables, compost- <br />ables, and zeusables from the waste stream to other avenues where <br />they can be salvaged and converted ta usable materials. <br />Waste Reduction <br />In a series of leaflets entitled Breakinq the Landfill_Habit, the <br />Minnesota Pollution Control Agency (MPCA} detai.ls the �ollowing <br />methods of waste reduction: <br />0 <br />0 <br />0 <br />0 <br />0 <br />0 <br />Buy products with long service lives <br />Avoid using disposable goods <br />� <br />Buy reusable products and containers <br />Avoid wasteful packaging <br />Buy products in returnable containers <br />Reuse waste products whenever possible <br />In another MPCA leaflet, residerztia� backyard composting is fully <br />described in terms of what i�. is, why one should compost, what <br />can be co�nposted, where to use it, and how to compost. The <br />latter details three types of compostex's and the four ingredients <br />far an effective cornpost heap. <br />Turf management, decreas�ng the amount of fertilizer applied ta <br />the Iawn, as well as allowing more frequent and shorter grass <br />clippings to dry out and remain on the lawn beforE thatch removal <br />every three to five years, is suggested by the County Master <br />Plan. <br />Source Separatzon <br />Residential source separation, as a methad of waste abatement, <br />has two major forms: drop-of� centers and curbside collection. <br />Currently two drop-off centers i.n nearby communities provide an <br />elevated platform �or access to an enclosed trailez for newsprint <br />and a three section trailer far color-separated glass containers. <br />ii <br />
