,�, <br />_, <br />REFUSE DERIVED FUEL/RESOURCE RECOVERY <br />In December, 1984, Ramsey and Washingtan Counties entered into <br />an agreement with Northern States Power Company (NSP} for the <br />design, construction, ownership, and operation of a$21 million <br />resource recovery facility for refuse derived fuel (RDF) facility <br />to be located on a seventeen acre industrial site in the Ci�.y of <br />Newport, Washington County, near Highways 61 and Interstate 494. <br />{Exhibit A.) <br />An RDF facility houses equipment which processes raw refuse by <br />first removing recyclable materials and nonburnabl.e items. '°"# <br />Machinery then chops and shreds the remain�ng retuse into a <br />uniform, t�uffy, almost odor-free praduct that will burn in <br />boilers. This particuZar plant is designed to process about two- ,� <br />thirds (1,000 tons per day) of the Counties' municipal waste, <br />producing in the process about 70� tons of refuse deri.ved fuel.. <br />� <br />NSP anticipates that the RDF facility will begin operations in <br />the secand half of 1987. It will. employ fifty people and operate <br />about sixteen hours per day, six days per week. The RDF faci�ity <br />will receive, through designation ordinance, a11 municipal waste <br />�rom Washington/Ramsey Caunty, excepting that which �s removed <br />from the waste stream through community waste reduction and <br />sou�ce separation effarts. ' <br />The RDF facility will receive approximately 250 enclosed packer <br />truck laads each day of operation. Zt is ant,icipated that fifty <br />pezcent of the volume received wil� be deposited between 8:00 <br />a.m. and 10:a0 a.m., and 2:Q0 p.m. and 4:00 p.m. each day. As <br />trucks enter the facility, they will proceed tfl a we�gh-in point. <br />Computers will p�ovide a daily recard of al.l events and transac-- <br />tions. <br />After weights are recorded, the vehicles wi11 proceed to an l <br />enclosed "ta.pping floor" where the trash wi1.l be un�oaded. The <br />tloor is designed to accommodate seven�.y vehicles per hour. To <br />ensure that no unacceptable wastes (Table A) or non-pzocessable � <br />wastes {Table B) are accepted, two inspections of the refuse will <br />occur. This will also minimize potential machinery damage, <br />explosion, and/or fire accurrences. The initial inspection will � <br />oecur as the f loor loader spreads the refuse on �he tipping <br />floor. Unacceptable items, such as propane tanks and gasoline <br />cans, wili be removed. A second inspection/removal will occur � <br />as material enters the process line. g�ass which creates boiler <br />damage by melting znto slag will be rerimoved either mechani.cally <br />or manually. Because it will be o� mixed colors, glass will have <br />m�nimal recycling value, and will most likely be landfilled. � <br />� <br />27 <br />�_. <br />
