� � � � � � � � � The second component is an analysis of intermediate processing of source separated materials. The purpose of this analysis wi�l be to evaluate cal�ection of recyclab�es fram waste haulers, recyclers, or others (church groups, etc.} at recyclable transfer points, transportation of these materials to an int�rmediate processing facility, processing at the tacility, and marketing of the End product. The principal reycling collection center would be located in the vicinity of the Ramsey/Washingtan County Resource Recovery Facility to enable haulers to deposit recycled materials for payment prior to entering the Ramsey/Wash�ng�on County Resource Recovery Facil�ty located in Newport. Mate�ials would then be transported to the Ramsey County Recycling Center located at 775 Rice Street. At this facility, the materials would be processed�and prepared for market. The project will analyze processing capacity at the Rice Street facility, and whether additional capacity may be needed. The project wi11 evaluate sit�ng and design of collection centers, pracessing capacity at the Ramsey County Recycling Center; equipment for collection, transport and processing of recyc�ables; product characteristics; marketing; and transportation of product. The Counties will hire consultants to pezform the evaluation; County staff will assist the consultants. The third component of the pzoject will be an analysis of an intermediate processing facility system which consists of both mechanical and source separation. This third component will take the results of the first two components, integrate them, and attempt to find the best balance af the two. That is, the analysis w�ll determine an optimum balance between source separa- tion and mechani�al pzocessing to reclaim recyclable materials. Th�s analysis will focus on the economics of the system, and institutions/changes necessary to implement the system. It will also eva�uate the f�asibility of co-marketing processed sauzce separated materials and mechanically separated materials. The praject, when complete, will be a systems analysis which evaluates reclamat�an of recyclable materials, and recoananends hnw to most effectively abate waste through recycling. The project will provide a staged impiementation plan to direct future work on the system. The project will be per�ormed by a combination of consultants, NSP staff, and County staff. The sponsors wi1� be providing $22,Q00 in cash-match and $24,374 as in-kind match, and reques� a $50,aaa grant from the Council. Total project cost is estimated at $96,374. The first phase of the study will occur during 1987. This phase consists of a feasibi�ity study ta evaluate the proposed system. The second phase, which will accur in 1988, wi�l commence implementation of the intermediate process.ing system.
