� <br />� <br />� <br />� <br />� <br />� <br />� <br />� <br />� <br />The second component is an analysis of intermediate processing of <br />source separated materials. The purpose of this analysis wi�l be <br />to evaluate cal�ection of recyclab�es fram waste haulers, <br />recyclers, or others (church groups, etc.} at recyclable transfer <br />points, transportation of these materials to an int�rmediate <br />processing facility, processing at the tacility, and marketing of <br />the End product. The principal reycling collection center would <br />be located in the vicinity of the Ramsey/Washingtan County <br />Resource Recovery Facility to enable haulers to deposit recycled <br />materials for payment prior to entering the Ramsey/Wash�ng�on <br />County Resource Recovery Facil�ty located in Newport. Mate�ials <br />would then be transported to the Ramsey County Recycling Center <br />located at 775 Rice Street. At this facility, the materials <br />would be processed�and prepared for market. The project will <br />analyze processing capacity at the Rice Street facility, and <br />whether additional capacity may be needed. The project wi11 <br />evaluate sit�ng and design of collection centers, pracessing <br />capacity at the Ramsey County Recycling Center; equipment for <br />collection, transport and processing of recyc�ables; product <br />characteristics; marketing; and transportation of product. The <br />Counties will hire consultants to pezform the evaluation; County <br />staff will assist the consultants. <br />The third component of the pzoject will be an analysis of an <br />intermediate processing facility system which consists of both <br />mechanical and source separation. This third component will take <br />the results of the first two components, integrate them, and <br />attempt to find the best balance af the two. That is, the <br />analysis w�ll determine an optimum balance between source separa- <br />tion and mechani�al pzocessing to reclaim recyclable materials. <br />Th�s analysis will focus on the economics of the system, and <br />institutions/changes necessary to implement the system. It will <br />also eva�uate the f�asibility of co-marketing processed sauzce <br />separated materials and mechanically separated materials. <br />The praject, when complete, will be a systems analysis which <br />evaluates reclamat�an of recyclable materials, and recoananends hnw <br />to most effectively abate waste through recycling. The project <br />will provide a staged impiementation plan to direct future work <br />on the system. <br />The project will be per�ormed by a combination of consultants, <br />NSP staff, and County staff. The sponsors wi1� be providing <br />$22,Q00 in cash-match and $24,374 as in-kind match, and reques� a <br />$50,aaa grant from the Council. Total project cost is estimated <br />at $96,374. <br />The first phase of the study will occur during 1987. This phase <br />consists of a feasibi�ity study ta evaluate the proposed system. <br />The second phase, which will accur in 1988, wi�l commence <br />implementation of the intermediate process.ing system. <br />
