0 <br />"Mixed municipal solid waste" means garbage, refuse, and other � <br />solid waste from residential, cominercial, industrial and <br />community activities that is generated and collected in <br />aggregate, but does not include auto hulks, street sweepings, � <br />ash, construction debris, mining waste, sludges, tree and <br />agricultural wastes, tires, and other materials collected, - <br />processed and disposed of as separate waste stzeams (Minn. Stat., _ <br />Section 115A.03, subd. 21). <br />"Mixed waste paper" consists of all short and long �iber papers <br />that can be repulped. It includes printing, writing, and <br />computing papers, magazines, food cartons, enve�opes, grocery <br />sacks and other commercial and residential was�e fiber. It does <br />not include item9 contaminated by other materials such as meta� <br />(an orange juice can), plastics (an envelape windo�+r), wax (milk <br />car�on) or other nonpaper materials or waste paper contaminated <br />by food wastes. <br />"Mulching" means the use or placement of grass clippings or other � <br />organic materials over a lawn or garden so as to improve condi- ; <br />tions for vegetative grawth. � <br />"Newspaper" consists of printed, groundwood newsprint including <br />glossy advertising inserts and Sunday edition magazines. <br />"Oxganized collection" means a solzd waste col.�ection system � <br />where an overlap of A) collection service areas and, B) types of ; <br />collection services are prevented or cantrolled. The organizing � <br />body may be public or private, and may exert i�s control by <br />direct�y praviding the collection service or by contracting for r <br />collection se�vices. ' '` <br />"Other nonferrous" consists of inetals such as copper, brass, <br />zinc, and lead. � <br />"Other organics" consist of combustibl� and compostabl.e waste not _ <br />otherwise categorized. They include food waste, plastics, <br />rubber, textiles, leather, and paper that is not repulpable as - <br />well as small quantities of other materials so mixed as to not be � <br />recyclable. <br />"Processed waste" means mixEd municipa� solid waste that has A) <br />yard wastes and identified recoverable materials removed and, B) - <br />been subject to a pr�cess that oxidizes part or all of its � <br />organic cotnpanent or any other process resulting in organically <br />stabilized materials. � <br />"Recyclables" means materials that can be readily separated and <br />used or reused as a substitute far raw materials. They include, <br />but are not limited to, paper, glass, metals, automobile oil, and <br />batteries. <br />"Refuse-derived fuei (RDF)" means the fraction of processed <br />tnunicipal waste that is shredded and can be used as fuel in a <br />boiler. I� cansists of lighter weight materials such as paper <br />products with��metals, glass, and other noncombustible anaterials <br />removed. <br />39 <br />
