County staff expects the use of the composting sites wil� peak in <br />1990 and then decline. Factors that might cause a decline in use <br />include: <br />Residents will tire of hauling grass clippings and Ieaves to <br />the sites and will choose to Iet them lie on lawns instead. <br />The County is considering a charge for residents to use the <br />site. (The fee structure has not yet been set.) <br />7.3. Composting Concepts, Inc. <br />Ramsey County has contracted with Composting Concepts, Inc. to <br />accept yard wastes from waste haulers and lawn service companies <br />in 1990. The agreement sets a specific fee structure for the yard <br />waste deposated at their Woodbury site. Camposting Concepts <br />charges haulers a fee to tip yard waste as follows: <br />debagged yard waste $4.00 per cubic yard <br />bagged yard waste $7.00 per cubic yard <br />Haulers collect waste separately from residents, transport the <br />yard waste to Camposting Concepts, and are billed for disposing <br />of the material by the company. The company composts and markets <br />the x-esulting praduct. <br />As paxt of the agreement between the County and Composting <br />Concept, Inc., the County agrees to deliver at least 20,000 tons <br />of yard waste to the Camposting Concepts site in the year March <br />1, 1990, through February 28, 1991. The 20,000 ton total is to <br />come from all sources including commercial haulers, lawn services, <br />and the County itself. <br />If the County fails ta deliver 20,000 tons of yard waste it wi�l <br />be charged $15.50/ton for each ton less than 20,000 tons. As of <br />this writing, County staff believes the 20,000 ton figure will be <br />exceeded in 199Q. <br />As stated in Section 7.2, Ramsey Coun.ty also hauls yard waste to <br />Camposting Concepts. They are charged for the service as any <br />other hauler. Because the County had not anticipated such a high <br />use level for composting sites, County staff predict the Caunty's <br />budget fox composting will be exceeded in 1990 due to their use <br />of the Co�posting Concepts site. <br />8. CIIRRENT PRACTICES--ROSEVILLE <br />The City of Roseville has begun to address the yard waste issue <br />in 1990. Most actions to date are in the areas of pianning and <br />information. As of this writing, no formal resolutions or <br />regulations regarding yard wastes have been passed by the City <br />Council. <br />8.1.
