In February, 1990, the Roseville City Counczl formed the Roseville <br />Residential Waste Management Citizens Advisory Committee. Tts <br />immediate goal was to prepare cit�zen information and make r�com- <br />mendations to the City Council on residential yard waste issues. <br />The f�uxteen memher Committee me� from March through September, <br />1990 to address yard waste issues and prepare this report. <br />On Apri1 30, 1990 Ramsey County Master Gardeners were on hand to <br />answer questions at a lawn and garden seminar held at City Hall. <br />The Committee prepared a four page handout highlighting yard <br />waste issues which was distributed at that seminar (see Appendix). <br />The Committee also prepared a two page supplement to the June, <br />1990 Roseville Newsletter entitled "Yard Waste Alternatives For <br />Roseville Residents" (see Appendix). <br />On July 26, 1990 the Committee held a special evening Committee <br />meeting at which Roseville City residents were invited to share <br />concerns on yard waste issues. Meeting notice was by local news- <br />paper articZes. Eight residents attended the meeting. A synopsis <br />of their statements is printed here: <br />One resident brought a proposed resolution urging officials <br />to open County compost sites at no charge ta lawn care <br />providers serving County homeowners. Copies of his written <br />proposal, were given to each Committee member. <br />One resident voiced a concern about what to do with pine <br />cones and pine needles from his twenty-three pine trees. <br />Another concerned resident observed that the storm drain <br />covers have been fulZ of grass clippings and other mater�als <br />since the new yard waste law. It was her view that too many <br />r.esidents alZow grass to fall into the street. She felt the <br />probiem is compounded because any resident who would clean <br />out the storm drain must dispose of the debris with their <br />yard waste, which now costs extra. She wants the City to be <br />aware af the situation and see if same actions should not be <br />taken against homeowners who use the streets to dispose of <br />yard wast�s. <br />The previous resident also urged RoseviZle to continue <br />education efforts about waste matters through the Roseville <br />Newsletter. <br />One resident was concerned about pr�per disposal of branches <br />from his fourteen Russ�an Olive trees. <br />The previous citizen also indicated concern as to the proper <br />method of composting to ensure there will not be a problem <br />with animals being attracted by garbage in the compost. <br />Two residents told of an excellent recycling program in Lake <br />City, Minnesota. <br />i2 <br />
