Student intern assigned to recycling/yard waste <br />A student intern from the University of Minnesota placed with the <br />City of Roseville were assigned to the recycling and yard waste <br />issue during 1990. These interns provided a focal point for <br />resident's questions and concerns during the early months of the <br />yard waste ban. <br />8.3. Commercial Lawn Treatment <br />Although it is not known how many Roseville residents use the <br />services of commercial lawn treatment companies, a number of such <br />companies sex-vice residential lawns in Roseville. Services by <br />such companies include chemical weed controZ, application of <br />liquid or dry fertilizer, aerations and seeding. Costs vary <br />depending upon the size of the lawn and the number and kinds of <br />treatments. <br />Residents usually receive advertisements in the spring from <br />several lawn txeatment campanies. The advertisements briefly <br />describe the various treatments avai�able and typica]. prices for <br />various sized lawns. Nonresidential customers also make use of <br />commerczal lawn treatment and mowing. <br />The primary purpose of Roseville's Chapter 211, Lawn Fert.ilizer <br />Application Control, is to regulate the amount of lawn fertilizer <br />and other chemicals entering the lakes as a result of storm water <br />runoff or other causes. <br />The ordinance requires commercial lawn fertilizer companies <br />engaging in the business to obtain a City license. The ordinance <br />further regulates, among other things, the time of application of <br />lawn fertilizers, contents of the fertilizer and certain areas <br />where the fertilizer cannot be applied (impervious surfaces and <br />not within ten feet of any wetland or water resource). State and <br />Federal reguZations are alsa cited in the ordinance. These <br />regulations do not control the application of fertilizers or <br />other chemicals to lawns. � <br />Currently Roseville licenses fifteen commercia� lawn treatment <br />companies under Chapter 211, Lawn Fertilizer Application �ontroi. <br />13 <br />
