Apply for a Metropalitan Council grant to produce an <br />instructional videotape on yard waste management techniques <br />and alternat�ves. Enlist the aid of the Roseville Parks and <br />Recreation Depart�ent as well as Ramsey County's Horticul- <br />turist, Master Gardeners, and Waste Management Department. <br />Show the tape repeatedly on the public TV channel and have <br />copies available in Ramsey County libraries. <br />3. Promote the Master Gardener program and encourage residents <br />to become Master Gardeners. Explore, with the Ramsey County <br />Extension Service, the concept of Mini-gardeners (not as much <br />education as Master Gardeners). <br />4. Encourage the development of at least one class in yard and <br />garden maintenance, with classes hy the Roseville Parks and <br />Recreation Department in cooperation with the Roseville Area <br />Schools' Community Educatian pragram. <br />5. Construct demonstration plots, with information stands in <br />severaZ City parks, on back yard composting, lawn management <br />t�chniques, mulchinq, etc. <br />6. Implement a"Don't Bag It" program simiZar to the Fort Worth, <br />Texas program. <br />7. Tmplement a pilot program with a certain number of selected <br />volunteers given compost bins and mandatory instructions for <br />effective composting techniques. Infazm residents with <br />allergies that composting can cause fungus spores that may <br />affect their allergies. <br />LEAF COLLECTION PROGRAM <br />Canclusion <br />The Fall leaf collection program for Roseville residents continues <br />to be popular and is an important element in the City's overa�l <br />strategy for effective yard waste management. Likely expansion <br />of this program will require madifzcations to current pxactice. <br />Rationale <br />The Zeaf collection service is operated by City staff� using City <br />owned equipment nearing the end of its useful life. This service <br />is provided at no extra charge to participating residents. <br />Paxticipation in the leaf collection prog'ram is expected to <br />increase due to changes in State law. <br />Recommendations: � <br />l.
