Only those residents using leaf collection services should <br />pay for them. <br />LEAF' COMFOST SITE <br />Canc�usi.on <br />The leaf compost site is a necessary adjunct to Rosevilie's ieaf <br />collection program. The compost it generates is used by City <br />residents and Ramsey County, but its accessibility and quality <br />can be improved. The site is environmentally compatib�e with the <br />Nature Center. <br />Rationale <br />The leaf compost site receives substantial use by RosevilZe <br />residents; and its use is expected to increase because of new <br />laws regarding yard wastes. Changes need to be made in some <br />practices and procedures. <br />Recommendations: <br />1. Consult with the Ramsey County Horticulturalist on the proper <br />leaf composting techniques to yield good compost and minimum <br />adors. <br />2. Promate use of the Roseville leaf composi site and extend the <br />"open hours" during the spring and fall seasons. Encourage <br />removal of finished compost from the site. <br />3. Improve the leaf compost site byo <br />installing instructional signs for depositi�g leaves <br />and collecting compost. <br />providing evergreen screening between the compost site <br />and the Nature Center. <br />providing ampZe parking space. <br />providing suitable drainage, if necessary, to mitigate <br />standing water and direct runoff water away from the <br />� watershed area of the Natur� Center. <br />removing non-compost materials stored at the site. <br />4.
