ORDINANCES <br />Conclusion <br />The City of Roseville regulates certain waste management proce- <br />dures and unacceptable practices by ardinance. Changes in state <br />law necessitate revisian and expansion of these ordinances. <br />Rationa e <br />New State laws have changed waste management procedures. City <br />ordinances no longer keep pace with these changes, or do not <br />address same new concerns. <br />Recommendations: <br />1. City ordinances currently in effect concerning waste/trash <br />should be reviewed and npdated as necessary to reflect new <br />requirements. <br />2. A City ordinance is required regulating backyard composting. <br />3. The current City ordinance regulating lawn treatinent <br />campanies needs to be changed to control what and how much <br />herbicide, pesticide, and fertiiizer can be placed on <br />residential lawns. A1so, it shouid require the posting of <br />appropriate signs on treated lawns. <br />4. Violators of xegulations regarding the unlawful disposing of <br />any waste material on City/public property shauld be fined, <br />and/or xequired to perform a community service in parks ar <br />the leaf compost site. <br />5. Appropriate, unobtrusive signs should be placed in key <br />�ocations on public property warning that illegal dumping is <br />prohibited by city ordinance. <br />ORGANIZED COLLECTION <br />Conclusions <br />Organized waste collection will reduce the cost of street main- <br />tenance, enhance traffic safety, reduce air and noise pollution, <br />improve esthetics and waste coll.ection efficiency. <br />Rationale <br />Refuse colleetion trucks exceed the design limits of some resi- <br />dential streets. Also, the multiplicity af trips by refuse <br />trucks, and the resulting extra mileage of the open collection <br />system, causes unnecessary stress on safety and pollution. <br />Recommendations <br />1. Accelerate plans to impiement organized waste callection, <br />including yard wastes. (See 1988 Organized Waste Ca1lECtion <br />Report.) <br />���: <br />� <br />2. Rates for collecting yard wastes should be structured to � <br />� <br />include an incentive ta reduce the amount Qf waste generated/ � <br />left out for collection.
