4
Recommendation 2: Apply €or a Metropolitan Council Grant to
produce an instructional videotape on yard waste management
techniques and alternatives. Enlist the aid of Rsevilles Parks
and Recreation Department, as well as Ramsey Countys iiorticu}.-
turist, Master Gardeners, and Waste Manaqement Department. 3how
the tape repeatedly on the public TP channel, and have copies
avaiZabie in Ramsey County Libraries.
Respanse: [implement with modification] This recommendation
would be difficult to implement for several reasons:
o A staff inember at Metropoiitan Council indicated that the
Committee reviewing grant applications daes not look
favarably on funding videotape productions.
o Preparing an ariginal videotape productian is extremely
labor intensive, if done properly.
o There are videotapes available through the Office of Waste
Management - Waste Educatian Clearighouse in St. Paul.
It is recommended that staff further research the availability af
existing videotapes that may be appropriate, ar explore the
feasibility of participating in the preparation of a video on a
x-egional basis.

Recatamendation 3: Pramote the Master Gardener program and
encourage residents to become Masfier Gardeners. Explore, with
the Ramsey County Extension Service, the concept of mini-qardeners
(not as much education).
Response: [implement] zt is recommended that the City encourage
residents to participate in both these programs, but with the
realizatian that participation may be limted due to the time
commitment required.
Recommendation 4: Encouraqe the development of at Ieast one
cZass in yard and gardn maintenance, with classes by the Rose-
ville Parks and Recreation Department in caoperation with the
Roseville Area 3chools Community Educaion Program.
Response: [impZement] Thzs recommendation has received strong
support from the Parks and Recreation Director. He has suggested
that the staff Naturalist be involved in developing educational
yard waste programs at the Nature Center.
It is recommended that the staff Naturalist be directed to explore
the feasibility of providing edueationalyard waste programming
for Raseville residents.
Recommendatian 5: Construct demonstration plcts, with
information sands, in sevexal City parks on backyard composting,
lawn management techniques, mulching, etc.
