Response: [implement with modification] The "Don't Bag It" program referenced in this recommendatidn is a c�mprehensive effort aimed at reducing yard waste. The program promotes proper watering, fertilizing, and mowi.ng of lawns to prevent bagging grass clippings. Participants were provided with complete and comprehensive instructions, free fertilizer, and free use of a Toro mulching mower. While a program this ambitious wouZd be quite costly for the City 'of Roseville, the City sh�uld advocate that residents practice the special "Don't Bag It" techniques developed by this program. It is, therefore, recommended that the "Don't Bag Tt" techniques be publicized in the City Newsletter in the ear�y spring of each year. Recommendation 7: Implement a pilot program, with a certain number of selected volunteers qiven compost bins and mandatory instructions for effective composting techniques. Since the City of App1e Va1Zey is currently conducting such a program, we should carefuliy monitor its results rather than duplicate its efforts. LEAF COLLECTrON PROGRAM: The Leaf Collection Program has been, as the Committee nates, an extremely popular service for the City of Roseville. This servic� is generally provided by independent haulers daing business in communities. A recent yard waste survey canducted by Columbia Heights reveals that of twenty-one communities responding, only three provide leaf pickup, and only Roseville uses city staff for these purposes.
