.� <br />� <br />There is ongoing education on yard waste issues through the <br />Minnesata Extension Service, Minnesota Pollution Control Agency, <br />Ramsey County Board, Ramsey County Solid Waste Division, and the <br />City of Roseville. Education is a valuable part of any waste <br />control program. <br />s <br />Conclusions and Recommendations for City Council action are <br />included at the end of this report. <br />2. INTRODIICTION <br />RoseviiZe's Residential.Waste Management Citizens Advisory Cam- <br />mittee was formed in February, 1990 by the City Council. The <br />initial purpose of the Committee was to address issues of yard <br />waste dzsposal restrictions enacted by the Minnesota State <br />Legislature and make recommendations to the City Council for its <br />� action. <br />This report is the culmination of the Committee's research in the <br />area of yard waste. Sections Three through Ten provide fact►.�al <br />information gathered by the Committee through its meetings with <br />representatives from Ramsey County's Solid Waste Division, <br />Ramsey County's Extension Division Horticulturalist, Rosevi].le's <br />' licensed waste haulers, equipment manufacturers, City staff, and <br />residents. Past and current practices were also researched. <br />Section I1 contains the Committee's Conclusions and Recommenda- <br />tions to the City Council on a variety of yard waste concerns <br />which merit further attention. <br />3. LEGiSLATION <br />The 1988 Minnesota State Legislature enacted a law regulating the <br />land disposal of all yard wastes. It reads as follows: <br />115A.931 Land disposal of yard waste <br />(a) Except as authorized by the agency, in the metropolitan <br />area after January l, 1990, and outside the metropolitan <br />area after January l, Z992, a persan may not dispose of <br />yard waste: <br />(1) in mixed municipa� solid waste, <br />(2) in a disposal faci.lity, or <br />(3) in a resource recovery facility except for the <br />purposes of composting or co-composting. <br />(b) yard wastes subject to this subdivision are garden <br />wastes, leaves, lawn cuttings, weeds, and prunings. <br />2 <br />
