RESIDENTIAL YARD WASTE MANAGEMENT <br />FOR ROSEViLLE <br />l. SIIMMARY <br />The new yard waste disposal law restricts the mixing of yard waste <br />with normal solid waste as of January 1, 1990. The law required <br />changes in the yard waste management practices for residents, <br />waste haulers, and municipalities. <br />Prior to the yard waste disposal ban, residents were allowed ta <br />dispose of their yard waste as they disposed of any waste. How- <br />ever, yard waste contributed greatly to solid waste volumes which <br />were overburdening landfills and straining the RDF plant. The <br />City af Roseville had operated a fall ieaf collecti�n program and <br />a leaf compost site to handle the leaves from the collection <br />program and dropped off by residents. In addition, the County <br />operated eight yard waste compost sites throughout the County_ <br />Throughout the nation, various munzcipa�ities have alsa responded <br />to their own yard waste issues. Some of their innovative efforts <br />have been aimed at organized collection of yard waste, increasing <br />homeowner campasting, discouraging hameowners from bagging their <br />grass, and other similar programs. Some of these programs are <br />outlined in this report. <br />In response to the yard waste disposal restrictions, all af <br />Roseville's la.censed waste haulers offer separate yard waste <br />collection. The haulers offer this service in reaction to the <br />statewide law, as no City laws have changed. St. Paul has passed <br />an ordinance regulating composting. <br />Ra�nsey County initiat�d a three part plan for yard waste manage- <br />ment: <br />1. Increased public education on yard waste alternatives through <br />the Rainsey Caunty Extension Se�-vice. <br />2. Continuation of use of community compost sites, with use <br />limited to Ramsey County residents disposing of their own <br />yard waste. <br />3. A contract with Composting Concepts, Inc. to accept yard <br />waste from commercial haulers, lawn service companies, and <br />the County itself. <br />The City of Roseville has begun to address the yard waste issue <br />in 1990 as wel].. Ta assist in planning far yard waste issues, � <br />the Raseville Residential waste Management Citizen's Advisory s <br />Committee was formed, and a student intern was assigned to yard <br />waste and recycling programs. <br />� <br />� <br />
