<br />Special City Council Meeting - 11/28/06 <br />Minutes - Page 2 <br /> <br />The five finalists for the City Manager position included: Chris <br />Miller; Scott Randall; Jim Norman; Bill Malinen; and Amy Filice. <br /> <br />At the request of Mayor Klausing, City Attorney Scott Anderson <br />briefly addressed those items protected by the Data Privacy Act <br />and those items proper to discuss to the point necessary to conduct <br />public business. City Attorney Anderson suggested that the <br />Council, in order to openly discuss candidates, may wish to <br />designate number or letter identifiers for each candidate, rather <br />than their names. Mr. Anderson advised that no public disclosure <br />of any medical or testing data, or any criminal background <br />information was permitted; but only provided to Councilmembers <br />in order for them to make judgments as to each candidate. <br /> <br />Mayor Klausing cautioned that the City Attorney's advice should <br />be adhered to in order to prevent disclosure of protected and/or <br />private data during tonight's discussion. <br /> <br />There was no consensus on how to identify candidates, whether <br />by name or other designation, as discussion ensued. It was <br />Council consensus to follow the procedure used in selecting the <br />six candidates for interviews, by each Councilmember choosing <br />their top three finalists; and staff tallying those confidential votes. <br /> <br />John Kysylyczyn, 3083 N Victoria Street, offered unsolicited <br />public comment, questioning when the public would be provided <br />with the internal and external review panel ranking and comment <br />reports; and when public comment would be sought. <br /> <br />Mayor Klausing opined that the public had an opportunity to meet <br />the candidates at the Open House held in November; to visit with <br />each candidate; as well as providing their thoughts, comments and <br />suggestions to individual Councilmembers through a variety of <br />opportunities since that time. Mayor Klausing advised that it was <br />not his intent to take formal public comment; and referred the <br />question of providing the internal and external rankings and <br />comments to the public to City Attorney Anderson. <br /> <br />Upon his brief review of panel findings, City Attorney Anderson <br />advised Councilmembers that both items would need to be <br />redacted prior to being provided as public information. <br />
