Medical E�e�gen� <br />F,xpand the community's capal�ilities to respond to requests for nledical assistance, theeeby <br />reducing the coi�seqtiences of uledical emergencies for individuals. <br />o Respond to requests for emergcncy medical assistailce withii� tvvo minutes, and �rovide <br />ambulance assistance within four miilutes after the request is received by the primary <br />a��s��ering center. <br />• The fire dcpartment has been training and purchasing equipment to provide <br />advanced level first-responder services. Over half of the department employees are <br />trained to the Einergency Medical Technician (EMT) level and ali of the firc <br />dcpartmcni employees are trained to the first-responder level of training. We have <br />upgraded all of our �nedical sup�lies in preparation for Council approval to start <br />ruuning medica! calls. The respoi�se times froin Allina (by their data) averages 6-8 <br />minutes, with many res�onses exceec�ing 10 minutes. The firc departmcnt is <br />positioning itself to provide medical care that ineets the national slandard (NFPA <br />19I0). Tl�at standard is basic tife support on-scene in 4 minuies. Advanced life <br />support with two paramedics in 8 minutes. Allina provides otily l paramedic o1z an <br />ambulance. RPU's goai is 2 minutes response. <br />e Install automalic defibrillators in police vehicles and f�rain all police officers in their proper <br />usc. <br />o In 2002, the fire depart�nent installed automatic external defibrillators (AED) in all <br />public access city-owned facilities in Roseville. There is an �1ED on a fire truck in <br />each of our three fire stations. <br />o Offer "no cost" CPR classcs throughout the comn�unity. <br />• The fire deparfinent has trained CPR instructors and is starting to offer programs to <br />the comn3unity. <br />o Enhance pubIic understanding of the 911 telephone for use in medical emergencies and <br />accurate public information regarding alternative teiephone numbers for non-emergencies. <br />o Encourage the development of 24-hour urgent care, with adequate diagnostic and treaiment <br />capabilities, in Roseville. <br />Pipeline Safety <br />Reducc; tl�c probability of pipeline related ennerget�cies. <br />o Require the Oftice of Pipeline Safety to inspect pipelines in Roseville every year and <br />ensure clear right-of-ways over pipelx��es. <br />o Increase the number of shutoff valves, minimally to one on each end of Roseville per <br />pipeline. <br />o Ensure distribation of infonnation about tlte pipeline to citizens whose propei�ty is adjacent <br />to the pipeline. <br />'Praff"ic Safeiy <br />• Reduce the probability ihat a traffic accident will occur in Roseville. <br />Vista 20�0 Report Page 14 of 22 <br />
