Medical E�e�gen� F,xpand the community's capal�ilities to respond to requests for nledical assistance, theeeby reducing the coi�seqtiences of uledical emergencies for individuals. o Respond to requests for emergcncy medical assistailce withii� tvvo minutes, and �rovide ambulance assistance within four miilutes after the request is received by the primary a��s��ering center. • The fire dcpartment has been training and purchasing equipment to provide advanced level first-responder services. Over half of the department employees are trained to the Einergency Medical Technician (EMT) level and ali of the firc dcpartmcni employees are trained to the first-responder level of training. We have upgraded all of our �nedical sup�lies in preparation for Council approval to start ruuning medica! calls. The respoi�se times froin Allina (by their data) averages 6-8 minutes, with many res�onses exceec�ing 10 minutes. The firc departmcnt is positioning itself to provide medical care that ineets the national slandard (NFPA 19I0). Tl�at standard is basic tife support on-scene in 4 minuies. Advanced life support with two paramedics in 8 minutes. Allina provides otily l paramedic o1z an ambulance. RPU's goai is 2 minutes response. e Install automalic defibrillators in police vehicles and f�rain all police officers in their proper usc. o In 2002, the fire depart�nent installed automatic external defibrillators (AED) in all public access city-owned facilities in Roseville. There is an �1ED on a fire truck in each of our three fire stations. o Offer "no cost" CPR classcs throughout the comn�unity. • The fire deparfinent has trained CPR instructors and is starting to offer programs to the comn3unity. o Enhance pubIic understanding of the 911 telephone for use in medical emergencies and accurate public information regarding alternative teiephone numbers for non-emergencies. o Encourage the development of 24-hour urgent care, with adequate diagnostic and treaiment capabilities, in Roseville. Pipeline Safety Reducc; tl�c probability of pipeline related ennerget�cies. o Require the Oftice of Pipeline Safety to inspect pipelines in Roseville every year and ensure clear right-of-ways over pipelx��es. o Increase the number of shutoff valves, minimally to one on each end of Roseville per pipeline. o Ensure distribation of infonnation about tlte pipeline to citizens whose propei�ty is adjacent to the pipeline.
