This network should be efficient, minimally <br />polluting, convenient, attractive, and an integral part of our cominunity and its development. <br />We belie�e in balance. The needs of those who travel by motor vehicle to, within, and through our <br />community must be met, but not at the expense of the environment or the quality of life for local <br />residents. The needs created by the existing commercial developrnent must be balanced by the needs and <br />desires of nearby residents. Auto, truck, and bus traffic must be facilitated, but shouid nat dominate to the <br />exclusion of other modes of transportation such as walking or 6icycling. Transportation concerns must be <br />addressed during the planning stages of any commercial or residential developments undertaken in thc <br />future. <br />Go�.s <br />Non-�notorized Transportation <br />Roseville should establish an extensive network of non-moiorized pathways for pedestrians and <br />inexperienced bikers. This network should be continuous, connecting neighborhoods, parks, <br />schools, libra�ries, and commercial establishments. These pathways should be set apart from street <br />traffic, have well marked and accessible crossings, and a safe surface which would be maintained <br />year around. In conjunction with this system, bike arteries for experienced cyciists should be <br />developed in cooperation with lhe surrounding communities, Ramsey County, and the State. These <br />bikeways should also be continuous, connecting with actual or proposed and approved bikeways <br />in ad3acent communities, and be designed and built to conform to national standards. <br />o Updale and reafitrm Roseville's current no�i-rriotorized pathway plan. <br />o Consider construction of nati-inotorized pathways wlleii streets or pat•king lots are <br />designed or improved. <br />o Review and incorporatc the materials on bikeways from Boulder, Colorado and the paper <br />by "Friends of Parks and Trails i►a St. Pau[ and Ramscy County" when designing tl�e non- <br />motorized pathway network. <br />o Tncorparate design standards from the American Association of �iate f iighway and <br />Transportation manual, "Guide for Development of New Bicycle Facilities in 1981 ". <br />o Agree to acquirc land and build structures where necessary io eliminate gaps and barriers <br />iz1 t11c interests of pedestrian and bilce safety. <br />o Develop safe bicycle and pedestrian rnovement within and around major parking areas, <br />together with safe and continuous access around, between, and axxr�ong the major shopping <br />centers of Har Mar, Rosedale, and all the Rosedale satellites, as well as other shopping <br />areas in Roseville. <br />o Design E�atli�vays re�l�ovcd ti�om heavily ti°aveled streefs, but only if it can bc dorie witlloL�t <br />sacriticing personal security. <br />o Increase attention to street crossinbs with proper i��arking, lighling, and sig��als, i�.ICl�tding <br />provisions for tl�e slower ►�lovemcnt of the handicapped. <br />o San turns on red when required to assure the safety of pedestrians. <br />Vista 2000 Report 1'age 16 of 22 <br />
