Roseville shall be committed to preserve, promote, and ixnprove the <br />beauty, vitality, safety, and serenity of the total environment in which its citizens live and work. Further <br />development of business and indusiry, shQpping, transportation, housing, entertaimr�ent, leisure and <br />recreation opporlunities shall be in harmony with the commitment Roseville has made to its environment <br />and quality of life. <br />GOAL� <br />To postpove, until such time that the ne�v Comprehensive Plan is in placc, alt new developmental <br />projects that <br />o Rcquire a zoning change froin Resider�tial; or, <br />o Diminisl� the amount of wetlands, woodlands, or undisturbcd areas; or, <br />o Make alterations to establislied dra.inage patter�ss which are dcleterious to existing lakes, <br />ponds, or wetiands; or, <br />o Destroy substantial quantities of vatuable trees; or, <br />o Produce a sustained increase rn the vnbient noise level, or, <br />o Require a zoning change on land that is now open space. <br />It is assumed that the update of the Comprehensive Plan will include strict standards and criteria for the <br />preservation and betterment of the environment of Roseville. <br />'E'he purpose of the above is to assure that adverse long-lasting environmental changes do not occur during <br />the time when tbe Comprehensive Plan is being revised. It is not meant to stop development. The <br />Environmental Issues Committee is not antidevelopment. We do support postponing projects that may <br />produce long-lasting ill effects on the environment until they can be more fulfy evaivated in the light of a <br />more forward looking Comprehensivc Plan. <br />To protect and improve air and watcr qUality witla pollution prevention as the primary focus. <br />o Obtain comprehensivc cnvironmentai. i��ventaries (surface waters, wetlands, groundwater, <br />���ildlife atld habitat, air and ti�vater quality} and pu�lish results to elicit community s�pport <br />2uld involveme��t, and to guide Cily plaus and �olicics. <br />o Develop standards for outdoor air quality, monitor that they are being met, and pravidc <br />corrective action when they are not. <br />o Dcvclop and n�aintain standarcjs for air and water emissians, inc(uding run-off trom bath <br />public and private lands.
