is systems plan is intended to provide an integrated listing of all of the major po{icy statements, inventoriss and planning <br />�ments whici� are used �y the (a) City Council, {b} City Manage�, �c} Parks a�d Recreation Commission, (d) staff, (e) volunteer <br />mmittees and �f) residents to determine appropriate recre�tion land uses, facility improvements, environmental protection '� <br />orts and recreatiortal programming. <br />fhe City af Roseville wiEl celebrate its fiftieth anniversary in 1998. Durir�g these 5{} years the City has expanded fr'om a rural <br />�illage to a fully d�veloped first ring suburb in a major metro�alitan area. Streets, freeways, utility systems, schoo�s, shopping <br />nalls, industrial areas and numerous and varied residential developments l�ave all been established. Likewise, the Roseville <br />'arks and Rscreation system has grawn from one- 2 acre parce! to a highly developed, nationally accrediied parks and <br />�ecreation department. The systsm o�iginated in 1960 wit� the hir9ng of the first director and the appointment of the initial Parks <br />�nd Recreation Commission. Since then the system has grown to include a FTE prafessianal staff of 24, aver 500 acres of park <br />and {25 parks} , 6 major facii�ties and hundr�ds af programs <br />he Rosevrlle Parks and Recreafion Department is a functron of the Cify of Roseville organized for fhe bene�f of all citizens of <br />�seville �o plan, develop, promofe and supervlse a variety of recreafiona! ac�ivitres and facilifies of su�cient quanfity and quality <br />meet community preference and needs and to preserve and enhance the natural resources of the communify." <br />he City of Roseville is a plan B form of Minneso#a municipal government, The City is governad by an efected 5 member City <br />;ouncii including an elected Mayor. The management of the City is ur�der tne direction af a Counci! appointed City Mar�ager <br />fio appoints staff. The Council appointed ParEcs and Recreation Commission provides advise to the Council, City Manager <br />nd Director of Parks and Recreation on all issues relating to parks, recreation and forestry in ihe City of Rosevilie, All <br />tiunicipal pal�cies, monetary expet�ditures, revenue collections, dar�atior�s and major work initiatives are authorized by the Ci�y <br />;ouncii. <br />� <br />
