This arranqement <br />has permitted citizens to chaose their <br />own haulers and contract directly <br />with them. Some believe this system <br />is inefficient and leads to increased <br />noise, street dan�aqe from heavy qarbaqe <br />trucks, and the visibility of unsightly <br />trash cans on every day of the week. <br />Others believe it is important for a <br />citizen to have the right to choose <br />the hauler of their choice. However, <br />if the city were to desiqnate haulers <br />throuqh a biddinq process, it is <br />estimated that coilection charges <br />may be �ore economical. <br />They were then asked: <br />Of the followinq �hree proposals, <br />which do you most favor: <br />A.
