<br />City of <br /> <br />~~~ <br /> <br />Truth in Taxation Hearing <br />and <br />Regular City Council Meeting <br />City Council Chambers, 2660 Civic Center Drive <br />Minutes <br />Monday, December 04, 2006 <br /> <br />Call to Order Call to Order <br />Mayor Klausing called to order the Roseville City Council regular <br />meeting at 6:00 p.rn. and welcomed everyone. <br /> <br />Roll Call (Voting and Seating Order) <br />Councilmembers Ihlan; Kough; Pust; Maschka and Mayor <br />Klausing. <br /> <br />Truth in Taxation Public Hearing <br />Mayor Klausing opened the Public Hearing at 6:01 p.rn. <br /> <br />Truth in Taxation <br />Public Hearing <br /> <br />Interim City Manager and Finance Director Chris Miller provided <br />an overview of the 2007 budgeting processes and status of the <br />2007 City Budget and Tax Levy at this time. Mr. Miller reviewed <br />the purpose of the hearing; need for a property tax levy; <br />summarized the tax impact to property owners; and allowed <br />comments and suggestions from the general public. <br /> <br />Mr. Miller provided emphasis areas to preserve existing service <br />levels; noted that there were no funds for any new programs and <br />services, or initiatives from the Community Visioning process; <br />and allowing for continued replacement of street, utility and parks <br />infrastructure, based on a basic inflation-rate levy increase. <br /> <br />Mr. Miller reviewed the proposed 2007 Budget by major spending <br />category: personal services; capital outlay; supplies and materials; <br />debt service; tax increment financing; and other services and <br />charges, with personnel services representing forty percent (40%) <br />of the 2007 budget. <br />
