<br />City Council Regular Meeting - 12/04/06 <br />Minutes - Page 2 <br /> <br />Mr. Miller further identified tax supported functions; diversified <br />funding sources; and the proposed 2007 Levy of $11,728,360, an <br />increase of $558,495 or five percent (5.0%). Factors attributable <br />to the Levy Increase were detailed as follows: <br /> <br />General Inflation - all service inputs $262,945 <br />Eliminate use of reserves 128,000 <br />Additional for vehicle replacements 86,000 <br />Additional for park improvements 25,000 <br />Other 56,550 <br />Total $558,495 <br /> <br />Mr. Miller concluded by providing 2006 City Tax Comparisons <br />with metropolitan-area cities with populations of 25,000 - 45,000, <br />based on home valuations of $200,000. On that average-valued <br />home, Mr. Miller advised that a resident would pay City of <br />Roseville taxes of $525 annually, or $43.77 per month; allowing <br />residents to receive 24 x 7 x 365 police and fire protection, enjoy <br />well-maintained streets, and a full offering of parks and recreation <br />opportunities. <br /> <br />Discussion among Councilmembers and Mr. Miller included <br />impacts of tax capacity increases; continuing aggressive closing of <br />Tax Increment Financing (TIF) Districts by the City, which also <br />benefited others outside the TIF District; new taxes on new <br />housing reducing overall tax liabilities; projected levy increases <br />by other taxing jurisdictions: area School Districts and Ramsey <br />County; and impacts of School District referenda approvals. <br /> <br />Further discussion included the proposed 2007 City tax levy and <br />percentage increases shown on some property tax statements due <br />to property valuation increases. <br /> <br />Public Comment <br />a. Billy Dinkel, St. Paul Area Chamber of Commerce <br />Mr. Dinkel, as a voice for businesses in the Roseville <br />community and as an advocate for tax and regulatory <br />environment, expressed appreciation for Roseville's long- <br />standing rank of low taxes, opining their importance to <br />homeowners and businesses.
