Mr. Stark addressed impacts, rationale and <br />ramifications for Council discussion and consideration. <br /> <br />Mr. Stark provided staffs recommendation for the City Council to <br />direct staff to complete the Twin Lakes Business Park AUAR <br />Update. Mr. Stark noted that any future redevelopment in the area <br />would occur either by a master developer or on a parcel-by-parcel <br />basis, and in either event, an AUAR would serve as an ideal <br />environmental review tool and take into consideration cumulative <br />impacts created within the larger redevelopment area. Mr. Stark <br />further noted that the AUAR provides a comprehensive <br />environmental framework from which to mitigate environmental <br />impacts created from unrelated projects within the AUAR area <br />and would help mitigate pitfalls created through parcel-by-parcel <br />redevelopment. <br /> <br />Mr. Stark also noted that, in addition to environmental benefits, an <br />AUAR was an economic development tool that would help the <br />City facilitate efficient redevelopment within the AUAR area, and <br />when prospective developers were in a site selection process, <br />completed environmental review was a significant decision- <br />making criterion, taking unknown costs, mitigation requirements, <br />and potential time delays out of the development cost equation <br />with the AUAR in place. <br /> <br />Mr. Stark further recommended that the City Council choose to <br />prepare a third alternative that would increase the flexibility of the <br />AUAR Update and allow the document to be more responsive to <br />market forces. Mr. Stark advised that the third alternative, while <br />more costly than the other alternatives (estimated at $23 - <br />$28,000), and lengthening the project timeline by an additional <br />two weeks, it would create a more dynamic mitigation strategy by <br />providing a more robust worst-case scenario for a greater diversity <br />of potential projects. <br /> <br />Mr. Stark provided, as a Bench Handout, an e-mail (attached) <br />dated December 4, 2006, from Forrest Hudson, Contraction <br />Officer/Realty Specialist for the Office of Property Development <br />- Public Buildings Service of the Government Services Agency <br />(GSA) regarding their current due diligence process being <br />conducted for acquisition of a building within the Twin Lakes <br />
