<br />City Council Regular Meeting - 12/04/06 <br />Miuutes - Page 25 <br /> <br />the memorandum, development attorneys advised that they <br />were preparing a resolution addressing condemnation issues <br />for the December 18,2006 Council meeting, at which time <br />they would also be prepared to address several development <br />options that the City Council may wish to undertake in the <br />future. <br /> <br />Councilmember Ihlan had requested discussion to consider <br />a moratorium, for at least the Phase I area, of the Twin <br />Lakes Redevelopment area, to stay any new land use <br />proposals from current property owners, and to give the <br />Council time for decision-making on condemnation issues <br />and to allow time for community discussions and planning <br />for future redevelopment in the area. <br /> <br />Councilmember Ihlan opined that the City Council needed <br />to make a policy judgment on land use applications and the <br />status of condemnation proceedings; and consider pros and <br />cons for a moratorium. Councilmember Ihlan spoke in <br />support of the GSA/FBI proposal as a good fit and able to <br />get development jump-started in the area. <br /> <br />Mayor Klausing pointed out previous discussions regarding <br />a moratorium and Councilmember Ihlan's position at that <br />time, arguing against the moratorium as having negative <br />impacts for property owners; and questioned what <br />happened to those previous concerns. <br /> <br />Mr. Stark reviewed staffs interaction and discussions with <br />interested developers on the Twin Lakes area; current status <br />of the existing development agreement and the developer's <br />exclusive rights; and ramifications of a moratorium on <br />developer interest in the area. <br /> <br />No action taken. <br /> <br />8. <br /> <br />Councilmember-Initiated Items for December 18, 2006 <br /> <br />Councilmember- <br />Initiated Items for <br />December 18, 2006 <br />
