Roseville Human Rights Commission <br />Meeting Minutes — Apri18, 2008 <br />Page 2 of 6 <br />4b <br />47 Proposed Housing Ordinance <br />48 Chair Delmore requested that Commissioner Venters provide an update on the conference call <br />49 between Co�nmissioners McGehee and Venters, City Manager Maiinen, City Attorney and Chair <br />50 Delmore related to the proposed housing ordinance. <br />51 <br />52 <br />53 <br />54 <br />55 <br />56 <br />57 <br />58 <br />59 <br />60 <br />6I <br />62 <br />63 <br />64 <br />65 <br />66 <br />67 <br />68 <br />69 <br />70 <br />Commissioner Venters provided his perspective and opinion on how the HRC should proceed. <br />Commissioner Venters expressed frustration that his intent had been to review the proposed <br />ardinance paragraph by paragraph and de#ermine how best to move forward with discussion at <br />the joint City CounciUHRC meeting to determine the City Council's interest in proceeding with <br />the ordinan�ce. Cornmissioner Venters said he had left messages with individual <br />Councilmembers and Mayor KJausing, and Councilmember Ihlan and Mayor Klausing returning <br />those ca11s. Councilmember Ihlan expressing interest in the proposed ordinance. However, <br />Commissioner Venters said that after a discussion with Mayor Klausing, Mayor Klausing <br />indicated that he wanted to ensure the City was welcoming, but was not convinced the proposed <br />ordinance was the way to go, nor did he indicate an interest in pursuing this ordinance. He was <br />concerned the ordinance may raise tensions, given difFerent views of tenants and prospective <br />tenants, and overshadow those good inteniions. Commissioner Venters advised that Mayor <br />Klausing's opinion was that the ordinance may be too far removed in attempts to make Roseville <br />a welcoming community through working with neighborhoods to encourage their meeting of <br />new residents to the community. <br />Commissioner Venters expressed his disagreement and philosophical differences during the <br />conversation; and his attempts to represent both the HRC and his individual thoughts. <br />71 City Manager Malinen provided his perspective of the conference ca11, and the concurrence <br />72 during that convez�sation of the need to step back from the ordinance and seek additional research <br />73 to determine local andlor regional problems; advantages and disadvantages of the proposed <br />74 ordinance; and for the HRC to detez-�zxine the merits of such an ordinance and increasing the <br />75 awareness for the community as a whole. <br />76 <br />77 Commissioner Venters advised that he'd attended #he DFL Convention last week, and in <br />78 Representative Mindy Greiling and Senator John Marty, provided several anecdotal examples of <br />79 imzr►igrants seeking to locate in Roseville, that they experienced intimidation in the background <br />80 check process, and their perception was that included verification of their green card status. <br />$1 Commissioner Venters also noted that he'd received similar comments and examples from his <br />82 discussions with an immigration attorney. <br />83 <br />84 Chair Delmore opined the need to speak to the City Council on this issue and those perce}�tions. <br />85 <br />$6 Commissioner McKenzie opined that the HRC needed to spend time putting together an <br />87 information packet and flesh out information with advantages and disadvantages and a proposed <br />88 ordinance. <br />89 <br />90 Chair Delmore noted that City Attorney Jay Squires agreed to assist the HRC as requested. <br />91 <br />
