City af <br />j�1, <br />��' ibiinnesata, USA <br />1 Human Rights Commission <br />2 DRAFT — Meeting Minutes — DRAFT <br />3 March 11, 2008 <br />� <br />5 Present: Chair Janet Delmore; Conu�iissioners Philip Crump; Theltna McKenzie; Marie <br />6 Oftelie; Bob Venters <br />7 <br />8 Absent: Commissioners Tam McGehee and Pam Bosch <br />9 <br />10 Qthers Present: City Manager Bill Malincn and Recording ,Secretary Sheila Stowell <br />11 <br />12 Call to Order: <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />2a <br />21 <br />�2 <br />�3 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />Chair Delmare called the Human Rights Commission (HRC) meeting to <br />order at 7:00 p.m. <br />Chair Delro.ore reported on the HRC reception following the Essay Contest presentation before <br />the City Council in February that she and Commissioner VIcGehee attended. <br />Chair Delmorc welcorned Muoi Duhl to the meeting. <br />Agenda Amiendment <br />Commissioner Bob Venters requested an additional discussion item entitled "Vision Proposal for <br />local HRC." <br />Approval af Minutes <br />Chair Delmore questioned the wording on lines 92 through 94, specifically "connotations" <br />regarding City Manager Malinen's statement regarding focus on a positive and cooperative <br />relationship as diversity training issues were considered. <br />After discussion, Commissioner Delmore maved and Comtnissioner Venters seconded <br />continuation of the January S, 2008 meeting minutes until the Apnl meeting to a11ow Chair <br />Delmore tirne to review her meeting notes. <br />34 Budget Review — Buying Books for Schools <br />35 Chair Del�nore reported that she had spoken to staff regarding funding of the school books, and <br />36 2007 funds were not used, as the rcquest came in too late. <br />37 <br />38 Housing Ordinance <br />39 Cornrnissioner Venters disagreed with the City Attorney's February 25, 2008 legal analysis and <br />40 vvritien opinion regarding the proposed IiRC Ordinance prohibiiing landlords from asking the <br />41 imrnigration status of tenants and prospective tenants. Commissioner Venters disagreed with ihe <br />42 City Attorney's opinion, saying that verbal opinions he'd received from several non-profit <br />43 attomeys working more exclusively with immigtation issues had been more supportive of the <br />44 proposed ordinance. City Manager Malinen had asked the City Attorney to review the draft <br />5 ordinance and general policy intent for possible legal issues associated with ihe proposal. <br />
