Roseville Human Rights Commission <br />Meeting Minutes — March 11, 2408 <br />Page 2 oi 5 <br />6 <br />47 Commissioner Venters asked how best to receive a response from the City Attorney, ralionale <br />48 for the City Attorney's opinion and policy issuc considerations wnder the City Council's domain. <br />49 <br />50 Discussion included Section 8 housing provisions, disclosure of information on rental application <br />51 forms, First Amendment rights and applicable state and federal laws, whether the City Attorney <br />52 should be asked to attend an HRC meeting, if Commissioner Vcnters should meet with him <br />53 during office hours at City Hall and cost implications for the City Attorney time. <br />54 <br />55 Commissioner Venters said he preferred a written response rather than verbal so an exact record <br />56 of HRC concerns and City Attorney responses would be available. <br />57 <br />58 City Manager Malinen noted the unique situation with the HRC proposal, with the usual <br />59 procedure being that the City Council meets with the HRC to give direction for the <br />50 Commission's focus. The Cominission would then bring recommendations to the City Council <br />6i for their consideration. While not trying to dctract frorn the HRC's proactive initiative, City <br />b2 Nlanager Malinen asked if a majority of Councilmembers support the proposed ordinance, saying <br />b3 it may be awkward since it was not something that the City Council had looked at and referred to <br />64 thc HRC. <br />65 <br />b6 Further discussion included the HRC's charge to create a safe cnvironment for the community, <br />67 reco�nizing the legal implications with the proposed ordinance, potential legal exposure with <br />"8 financial implications to the City with such an ordinance, thus the Ciiy Attorney's caution. <br />09 <br />70 <br />71 <br />72 <br />73 <br />City Manager Malinen said Councilmembers had received a copy of the opinion letter, and <br />Commissioner Venters noted that Councilmember Pust had e-mailed him and City Manager <br />Malincn seeking background information. <br />74 Discussion included whether it would be appropriate to go directly to the City Council for their <br />75 input on the issue, with Commissioner Venters volunteered to send an e-mail to the City Council <br />76 to gauge their willingness and to work with thc City Attorney to clar�fy potential legal issues. <br />77 <br />78 <br />79 <br />SO <br />81 <br />82 <br />83 <br />84 <br />City Manager Malinen said he would alert the City Attorney of Commissioner Venters' interest <br />to meet for fi�rther discussion. <br />Forum on Race/Diversity Training <br />Discussion continued from the January meeting on diversity lraining and Chair Delmore and <br />Commissioner MeKenzie's contacts with other communities andlor agencies. <br />85 City Manager Malinen's updated Commissioners o�n the self-directed, on-line training for all <br />S6 City staff beginning in April, with modules available for diversity, harassment and customer <br />87 service training. <br />88 <br />89 Discussion included whether the HRC could access the training for review or personal training, <br />`�0 and City Manager Malinen offered to check with the City's Information Technology Director <br />� 1 about e-mail access and options, <br />
