Roseville Human ltights Commission <br />Mecting Minutes — July OS, 20Q$ <br />Page 4 of 4 <br />1 Welcoming Center <br />2 Commissioner Oftelie updated the HRC on her e-mail to the City of Austin Welcoming Center <br />3 representative extending thoughts of the community with recent flooding. <br />4 <br />5 Commissioner 4ftelie updated the HRC of her work in determining how to promote Roseville's <br />6 welcome and pursue Councilmember Pust's suggestion of a virtual welconne on the City's <br />7 wcbsite and resources available to new residents and/or visitors. Cornmissioner Oftelie said shc <br />8 would do further research with Minneapolis and St. Paul and bring ideas to a future meeting. <br />9 <br />10 Police Department Policies <br />11 Chair Delmare and Commissioncr McGehee provided comment to City Managcr Malinen on <br />12 several police department issues (i.e., high speed vehicle pursuits; use of tasers). <br />13 <br />14 Discussion included why other com�tnunity police departments were willing to share their <br />15 policies while Roseville's Police Department was not forthcoming; rationale from the citizen and <br />16 police officer standpoini and impacts to the community as a whole; adequacy of supervision for <br />17 new and often younger officers; impacts to the community and costs for the department due to <br />18 the commutzity's status as a regional shopping destination, increased crime due to that <br />l 9 designation, and how the retail community can bear more of the financial and enforcement <br />20 burden for #heir clientele; and perceptions that taday's police officers are not cognizant of <br />21 neighborhoods or community partners, that would provide more trust and involvement with <br />22 citizens. <br />?3 <br />14 Further discussion included limited financial and staffing resources in today's public service <br />25 environment; prionties of the city and staff in addressing citizen needs; additional funds spent on <br />26 infrastructure, law enforcement and other staff to accommodate impacts based on the regional <br />27 shapping center environment; and stafPs current work on enhancing communication with <br />28 residents through neighborhood groups and involvement. <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br />40 <br />Budget Update <br />No discussion. <br />Update on Books for Schools <br />No discussion. <br />Adjournment <br />Chair Delmore reviewed topics for the next HRC meeting: Diversity Forum; Virtual Welcoming <br />Center; Police Policies; and an Overview of the Police Department Citizen's Academy recently <br />attcnded by Commissioner Venters. <br />41 City Manager Malinen advised that CiTy staff was formulating ihe "Roseville University" as a <br />42 vehicle to educate citizens of services and programs in the cornrnunity, with an anticipated kick- <br />43 off date of the first eight-week course in Septembcr. <br />44 <br />45 Commissioner McKenzie moved and Commissioner Oftelie seconded adjournment of the <br />�6 meeting at 8:4Q p.m. Motion carried �/0. <br />
