Roseville HumaQ Rights Commission <br />Meeting Menutes — September 09, 2008 <br />Page 6 of 7 <br />1 Commissioner Singleton advised that, while it was a public meeting, there may be occasions <br />2 when public hearings were heard about certain itertts, when a closed executive session — minus <br />3 media or cameras — would be advisable to protect identities as appropriate. <br />4 <br />5 Chair Dclmore advised that the issue had been brought to her attention by a resident, AI Sands, <br />b questioning why all othet City rneetings were iive, and why not the HRC. <br />7 <br />8 Commissioner Singleton suggested that making the meetings live would further the outreach <br />9 goals indicated by Mayor Klausing, and make the HRC more visible to the community; however, <br />10 cautioned recognizing sensitive subjccts. <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />l�o action. <br />Rcsidcnts Jim and Muoi Duhl, 24I5 Lexington Avenue <br />Chair Delmore recognized residents Jim and Muoi Duhl. <br />Ms. Duhl sought assistance from the HRC related to an incident with a neighbor, police, an�d <br />citation issued to Ms. Duhl for harassment and disorderly conduct. <br />Mr. Duhl provided his interpreiatxon of the incident, as well as ongoing issues between Muoi and <br />the neighbor; concerns that the City's code enforcement personnel were not responsive to his <br />concerns. <br />24 Commissioner Venters provided several options outside the reaim of HRC jurisdiction; and <br />25 suggested that the issues be scparated, as it appeared the Duhls may wish to pursue options to <br />26 achieve resolution. <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />Commissioncr Singleton clarifred that no one had been arrested; and reviewed the process for <br />pursuing this type of complaint. <br />Ms. Duhl expressed her fear and confusion, lack of understanding of how the situation had <br />escalated to this point; waiting to be arrestcd, and reiterated issues �rom her point of view. <br />33 <br />34 Mr. Duhl noted the upcoming arraignment date; potential incarceration for each charge; and <br />35 expressed his lack of trust in finding resolution by filing a complaint with the Police Department, <br />36 saying the officcr issuing the citation had been in error and expressed his lack of trust in the court <br />37 system. <br />38 <br />39 <br />4Q <br />41 <br />42 <br />43 <br />44 <br />Chaix Delmoxe thanked Mr. and Mrs. Duhl for bringing information to the I-IRC. <br />Commissioner Singleton advised Mr. and Mrs. Duhl that the HRC would get back to Mrs. Duhl. <br />Commissioner Ventcrs suggested the Duhls seek outside legal counsel. <br />
