2 <br />4 <br />6 <br />7 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />Roseville Human Rights Commission <br />Meeting Minutes — September 09, 2008 <br />Page 5 of 7 <br />Commissioner McKenzie said when there was a complaint with the Police Department with an <br />official complaint and investigation in process, the Roseville HRC could not do anything, <br />reminding Commissioners that they were an advisory commission to the City Council. <br />Commissioner McKcnzie noted there used to be a mediation team that a majority of Minnesota <br />cities participated in that could hear complaints if an individual felt they were not being heard or <br />finding resolution from the Police Departxnent. Commissioner McKenzie advised thai, in the <br />past, the City provided training to provide mediation certification for HRC Commissianers; with <br />two neutrals appointed to listen ta the complaint, with support of the Police Department in <br />resolving issues. <br />City Manager Malinen advised that hc was not sure of current involvement by the City with <br />mediation services; but offered to research the issue and xeport back. <br />Commissioner Venters noted that he had been certified as a"qualified ncutral" for the State of <br />MN, but was unsure if that same roster of neutrals was used in all instances. <br />Chair Delmore advised that she would take this information back to the complainant; and asked <br />that City Manager Malincn check on the mediation service. <br />20 Commissioner Singleton cautioned Chair Delmore in going back to the complainant, especially <br />21 about the video, opiz�ing that the HRC needed to be careful about any discussions with the <br />22 compfainant if he chose to pursue litigation. <br />23 <br />24 <br />25 <br />26 <br />27 <br />Commissioner Venters recommended that any contact by Chair Delmore with the complainant <br />be done via e-mail to provide a documented recard, rather than via phone conversation without <br />documentation. Cominissioners concurred <br />28 City Manager Malinen distributed a letter and flyer dated August 29, 2008 from area pastors to <br />29 of an forum scheduled for September 16, 2008 at 7:00 p.m. at Arlington Hills United Methodist <br />30 Church, to discuss immigration trends and building healthy communities. The other handout <br />31 was an article from the MNSUNnewspaper, regarding the Blaine Warld Fest recently held and <br />32 embracing Blaine's cultural diversity. <br />33 <br />34 �ther <br />35 Chair Delmore requested an update fron:� City Manager Malinen as to previous questions as to <br />36 why tl�e HRC meetings are not videotaped. <br />37 <br />38 City Manager Malinen said the only historical information hc had was that the choice had been <br />39 made in the past not to do so, in conjunction with past HRC discussions as to the confidential <br />40 nature of some discussions, even within a public context. <br />41 <br />42 <br />43 <br />44 <br />45 <br />46 <br />Commissioner McKcnzie noted an example in the case discussed tonight. <br />Chair Delmore opined that this was an open meeting; and nated that two residents r�vere in <br />attendance tonight. <br />
