� <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />Roseville Human Rights Commission <br />Meeting Minutes — March 13, 2007 <br />Page 2 of 4 <br />Commissioner McGehee expressed concem with the lack of exposure af the department and lack <br />of regular patrol areas by specif c officers to develop relationships with nei�iborhoods. <br />Additional discussion included ihe HRC's desire to become more engaged with the Schooi <br />District(s} and students and how to accomplish meaningful dialogue and possibility of tying a <br />forum to that ycar's essay contest topic and timing for determining thc essay topic (summer <br />monihs}. <br />Coinxnissioner Crump suggcsted that the HRC attempt two events during the schoo] year <br />possibly in the fall and in early spring. <br />Commissioner �Iigbee opined the need to ensure highcr attendance through speakers and topics <br />that are well known. <br />Commissioner Venters suggested utilizing �ocal legislators in ihe process to I�eax the perspective <br />of youth on issues. <br />1$ Further discussion included budgeE impacts; potential use of existing theater groups (i.e., <br />19 bullying�; and possibly using thc Rosc Paradc �zd �ul� 4th in the Park as opporiunities 1:o become <br />20 more visible in the community and with youth. <br />21 <br />22 Discussion was held on Commissioner Higbee's continued service or replacement on thc HRC at <br />23 the end of his terr�n; the lack of involvement and attendat�ce of Commissioner Keeney; <br />24 application of former Commissioner TheLna McKenzie; addition of a youth commissioner; <br />25 debate on the number of commissioncrs with City Manager Maiinen verifying from City Code <br />26 the limit of seven commissioners with a youth commissioner servirig as ex-officio; and possibly <br />27 meeting with the Roseville School Superintendent. <br />28 <br />29 Commissioner Higbee expressed his willingness to continue serving until replaced. <br />30 <br />31 Meeting with the Roseville Superintendent <br />32 Discussion included achievement gaps among African American boys; recent issues including <br />33 use of a taser; rape of a Special Education student; existence of ga�ngs aa�d identified ateas of the <br />34 R�1HS as "Hmong Mountain," and "Black Alley," and lack of dialogue between the school and <br />35 City. <br />36 <br />37 City Manager Malinen suggested the HRC contact the RAHS Liaison Officer. <br />38 <br />39 Chair Delmore volunteered, with the assistance of Carolyn Curti, to schedule a preliminary <br />40 meeting with the Roseville School Superintendent, and several HRC Commissioners, perhaps <br />41 with a breakfast meeting to better accommodate various schedules. <br />42 <br />43 Working witb Other Coznmissions <br />44 N/A <br />45 <br />4G <br />
