Roseville l3nman Rights Commission <br />Meeting Minutes — December 12, 20QG <br />Page 3 of 6 <br />reassuring that the visioning process brought out major Human Rights comments and concerns, but <br />questioned what the City Council would do with those eonnments and concerns. <br />HRC Vacancy/Attendance <br />Chair Delmore questioned the vacancy listed on the City Website for the HRC; with Mr. Higbee <br />advising that his term expired March 31, 2007; and that he was not seeking reappointinent due to <br />heal�h issues and increasing responsibilities, and thc need to cut back. <br />Commissioner Higbee noted that, at the November meeting, the attendance policy had been <br />discussed, and Comrnissioners concurred that three (3) absences in a year should initiate follow-up <br />conversations and whe#her the Commissioner still wished to serve on thc Commission; and that <br />Corrunissioner Keeney had met that criteria. <br />Chair Delmore volunteered to contact Commissioner Kenney via e-mail fox follow-up. <br />Website Dufieslinformal Mediation Process <br />Chair Delrnore questioned the list of duties for the HRC on the City Website, and the HRC's <br />involvement in ax� ir�£orrxzal znediation process. <br />Commissioner Higbee suggested that this was part of the original State Human Rights Act and state <br />statute; and that training had been provided to the HRC in the past. Cornrnissioner Higbee noted <br />that, due to a lack of expertise on City Commissions with any complex issues and lack of <br />familiarity with lcgal standards, the process didn't proceed far. <br />Commissioner Delmore apined that the HRC could do more than we think we can, that the HRC <br />had "evolved." <br />Commissioner Bosch suggested clarif cation as to whether the HRC was still involved in <br />mediation. <br />Meeting with the New City Manager <br />Pending. <br />Follow up on the Complaint Process <br />____ Chair Delmore read an e-mail dated December 11 2006 from Mr. and Mrs. Duhl (no <br />-- - - - ---------- - ------ ----- -- -- ' <br />available) concerning their most recent neighborhood concern. <br />Commissioners discussed, and concurred on the need for clarificalion of the actual issucs that <br />involved the HRC, and those that were cade violatian issues, or simply neighbor issues that needed <br />resoluiion through compromise of each neighbor. <br />Commissioner Bosch expressed her hope that her mccting with the Duhl's in January woulc� clarify <br />issues and responses from the City; and help to make a determination as to the HRC's involvemcnt. <br />Commissioners further concurred that, unfortunately in listening to the concerns cxpressed by the <br />Duhl's, the lar�guage barrier appeared to create and enhance some problems where none really <br />
