Roseville Human Rights Commission <br />Meeting Minutes — Octobe,r 09, 2407 <br />Page 2 of 3 <br />2 Mr. Miller noted that he hadn't had an opportunity to discuss comments from the previous <br />3 meeting with City Manager Malinen but he would repart to both the City Manager and Carolyn <br />4 Cuxti the thoughts of the HRC and apologized for any mixed si.�in.als between the HRC and staff <br />5 for actual information the HRC was seeking. <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />Discussion ensucd regarding programs that had been implemented to-date on diversity training <br />as provided in thc mcinorandum from Ms. Curti and included in agenda packet information. <br />Mr. Miller confirrrzed that information and adviscd that whi].e no £ormal coxx�prehensive city- <br />wide diversity training had been offered, each deparfrneni and staff often received such training <br />through their professional organizations and at periodic conferences and workshops. <br />Chair Delmore questioncd how the HRC should proceed with the proposed diversity training <br />foru.m and their desire to include staff. <br />17' Mr. Miller said he recalled from last rnonth's HRC discussion that Commissioncr Venters was <br />18 drafting a.n email inviting and scheduling city officials andlor employees along with individual <br />19 City Council mcmbers and advisory commissions to participate. <br />20 <br />21 Additional discussion included training mandated and rotated for City staff and the possibility of <br />22 putting diversity training into that mix of training, staff developrnent opportunities for City staff, <br />23 current practice of training of City staff in three-hour blocks and staggered aver sevcral days to <br />24 acconr�modate shifts and schedules and the need to provide a syllabus for the training. <br />25 <br />26 The sample "Citizen Fcedback Form" was discussed as to information provided arzd requested; <br />27 whether a section for witness(es) was necessary and rationale for kecping it part of the form as <br />28 applicable, past practice, general-complaint reporting directly to the City Manager's Office and <br />29 continuation of the Police Department's use of their existing forms and process. <br />30 <br />31 Mr. Miller assured commissioners that the City Manager was interested in hearing of any issues <br />32 regardin.g violations of the City's Respectful Behavior Policy and wanted to be aware of all <br />33 cornplaints regardless of the parties involved i.n ongoing effarts to hold staff accountable. <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br />40 <br />41 <br />Commissioner consensus on the form would be to add a linc with the witness name and address, <br />"If appropriate," and clearly provide routing of the form to the City Manager as the recipient. <br />Forum on Race <br />Coznmissioner Venters provided an update on hzs email to Police Chief Carol Sletner and noted <br />that she was out of the office until next Wednesday, at which time he would follow up with her. <br />42 Commissioners Venters and Bosch reviewed their interest and propased process for building a <br />43 bridge and obtaining infornnation through thesc initial meetings and encouraging Ehe Roseville <br />44 Police Department's �znking with other departrnents in small communities and agencies. <br />45 <br />
